Mounds View City Council April 9, 2007 <br />Regular Meeting Page 8 <br /> <br />Council Member Mueller said that there have been issues since he moved to the City. She then 1 <br />asked how many vehicles are in the yard and she is wondering why there are so many and if they 2 <br />are being used for parts for others. 3 <br /> 4 <br />Mr. Courtney indicated that he has 7 and all of them run but they are not all licensed and insured. 5 <br /> 6 <br />Council Member Mueller asked if Mr. Courtney sees a solution to remove some of the clutter. 7 <br /> 8 <br />Mr. Courtney said that the solution would be to get rid of it but it is easier said than done. 9 <br /> 10 <br />Council Member Flaherty said that he feels for Mr. Courtney’s losses as he has recently dealt 11 <br />with that. He then said that there has been 11 or 12 years of noncompliance with the City’s 12 <br />Code. He further said that this is not because the City wants to be a bad guy but the neighbors 13 <br />and the people that drive by the house are asking what is going on and why the rules are not 14 <br />being followed. 15 <br /> 16 <br />Council Member Flaherty asked if Mr. Courtney understands what the abatement is and what 17 <br />will happen. 18 <br /> 19 <br />Mr. Courtney said that he does understand. He then said that this is more an issue of being burnt 20 <br />out and not able to deal with it and it may be good to wash it all clean and move on. 21 <br /> 22 <br />Mr. Courtney asked for a chance to make some improvement at the property. 23 <br /> 24 <br />Mayor Marty said that there is a long history with this property dating back to 1994. He then said 25 <br />that there are 20 code violation cases opened, three court citations, and this has been chronic for 26 <br />way too long. He further noted that the Staff report states that back in August of 2000 the 27 <br />residents of Mounds View had identified code enforcement as a key component for maintaining 28 <br />property values and eliminating blight. The City spent a lot of money on Focus 2000. 29 <br /> 30 <br />Mayor Marty said that, as Mayor, he gets calls sometimes weekly but at least every month from 31 <br />residents on code compliance issues. He then said that he discussed this with Staff and it has 32 <br />been an issue with the previous Councils. He further said that he would like to have Council 33 <br />discuss adding a summer worker assigned to Code compliance. 34 <br /> 35 <br /> 36 <br />MOTION/SECOND: Flaherty/Mueller.
