All of the vendor's <br /> services will provide at least: <br /> • LEGAL AND EDITORIAL SERVICES - Review and analyze the legislation of the <br /> City and draft a table of contents; prepare a report that sets out any <br /> conflicting provisions, obsolete provisions and vague and overbroad wording <br /> and phraseology of the existing code; comparisons with current State and <br /> Federal law; and suggestions of new materials that may not be covered by <br /> present legislation and all areas of the ordinances that could pose a <br /> possible problem to the City. <br /> • THE DRAFT WILL CONTAIN - A table of contents detailing the major <br /> divisions of the code; divider pages listing the parts of each division; <br /> prechapter analysis, listing all sections contained in the chapter; context <br /> of the legislation with historical notations as to the source of the <br /> legislation and with any cross references and statute footnotes; any <br /> comparative tables, legislative disposition and State law reference tables <br /> as needed; and a presentation of the draft to the Council for final <br /> approval and changes made as directed by the City. <br /> • COMPLETION OF THE CODE - Preparation of the code after the City has had <br /> the opportunity to review the preliminary draft and make all changes as <br /> directed by the City. A comprehensive index with easy-to-read language key <br /> words . Sterling and American Legal will provide 25-30 copies of the final <br /> code on high quality paper in looseleaf binders . Also included will be <br /> information necessary to adopt or establish the code as a legal document. <br /> The code would be published on an 8.5 x 11, single column page format.
