Explanation/Summary (attach supplement sheets as necessary.) SUMMARY; As per Council's direction at the April 6, 1992 Council Worksession, staff has prepared an ordinance placing a one year moratorium on the siting of "Adult Uses-Principal" within 750 feet of specified zoning districts of the City. The ordinance is patterned after a similar ordinance recently passed by the City of Blaine and provides an opportunity for the City to address this type of land use only after the appropriate research, pending updating and amendment of the Comprehensive Code has taken place. The ordinance determines the following: 1. Declares that evidence reviewed by the Council supports the following conclusions: * Sexually oriented businesses are associated with high crime rates and depression of property values. * Adverse impacts which Adult Uses-Principal have on surrounding areasd-mi-n3s-h as the--d-iat-anc-e-from the-Adult Uses-PrInci-pa-1 increases. 2 . That Mounds View shares many of the municipal characteristics with the cities cited in the evidence. 3 . Appropriate planning for the siting of Adult Uses-Principal within the City is necessary to protect the City's planning process and the health, safety and welfare of the citizens.
