Mounds View City Council June 11, 2007 <br />Regular Meeting Page 5 <br /> <br /> 1 <br />Council Member Flaherty asked if Mr. Waste was aware of anything that was going on in the 2 <br />house with his renters. 3 <br /> 4 <br />Mr. Waste indicated that he knew there was a party planned but he did not know he was charging 5 <br />for it. He then said that he was surprised to find out that they were charging to get into the party 6 <br />when it was told to him to be a party to celebrate his son’s return from the service. 7 <br /> 8 <br />Mr. Waste indicated that he is not his renter because the family owns the house as part of their 9 <br />dad’s estate. 10 <br /> 11 <br />Mr. Waste said that the alarm company has records of when the alarm is set and whether anyone 12 <br />re-enters so that would provide information that no one is accessing after hours. 13 <br /> 14 <br />Council Member Mueller said that, as a parent, she is concerned that if one of her underage 15 <br />children came home intoxicated she would be angry with any responsible adults that contributed 16 <br />to the intoxication. She then said that it is unfortunate that the addresses are the same for the 17 <br />business and the residence because that may be a signal to underage people that they can go into 18 <br />the business and buy. 19 <br /> 20 <br />Council recessed at 8:04 p.m. to allow the Mayor to confer with City Administrator Ulrich and 21 <br />Chief Sommer. 22 <br /> 23 <br />Council reconvened. 24 <br /> 25 <br />Chief Sommer provided a summary indicated that there were drinking parties being held in the 26 <br />basement at this address and looked into it and executed a search warrant on May 5, 2007. At 27 <br />that time there were 30 people present and they paid an amount to get a wrist band and there 28 <br />were 11 underage people there and some were charged. The resident was charged with a gross 29 <br />misdemeanor charge operating a disorderly house and the ex-wife was charged with providing 30 <br />alcohol to someone under 21 years of age. 31 <br /> 32 <br />Council Member Mueller asked about the 11 underage people and why only 6 were charged with 33 <br />underage consumption. 34 <br /> 35 <br />Chief Sommer indicated that they were all tested and only 6 tested positive for alcohol. They 36 <br />were charged with misdemeanor underage consumption. 37 <br /> 38 <br />Chief Sommer indicated that the police sent in someone under the age of 21 who was a stranger 39 <br />to the family who informed them that she was under 21 and were given a wrist band for $15.00. 40 <br /> 41 <br />Council Member Mueller asked if the business has ever failed a liquor compliance check before. 42 <br /> 43 <br />Chief Sommer indicated that the business has not. 44 <br /> 45
