To Amend to Delete Rule Number 8. 2 <br /> 3 <br />Council Member Flaherty said that this is an agreement to not chastise residents or staff in public 4 <br />at a public meeting and that is what this is meant to prohibit and that is a good rule of conduct. 5 <br /> 6 <br />City Attorney Riggs indicated that the City needs to be cautious as to how an employee may 7 <br />interpret something that was said and/or the issue of limiting anyone’s First Amendment right to 8 <br />free speech. 9 <br /> 10 <br /> Ayes – 4 Nays – 1(Marty) The Amendment to the Motion was approved. 11 <br /> 12 <br /> 13 <br /> Ayes – 5 Nays – 0 The Amended Motion carried. 14 <br /> 15 <br />8. Resolution 7106, Amending the 2007 Cable Fund and Special Projects Fund 21 <br />Budgets and Authorizing Transfer of Funds 22 <br /> 23 <br />Council Member Mueller requested that Item C be removed for discussion. 24 <br /> 25 <br />MOTION/SECOND: Mueller/Stigney To Approve Consent Agenda Items 8A and 8B as 26 <br />presented. 27 <br /> 28 <br /> Ayes – 5 Nays – 0 Motion carried. 29 <br /> 30 <br /> C. Resolution 7106, Amending the 2007 Cable Fund and Special Projects Fund 31 <br /> Budgets and Authorizing Transfer of Funds 32 <br /> 33 <br />Council Member Mueller said that she does not like fund transfers as the funds should be used 34 <br />for what they were collected for. She then said, for the record, the Council needs to weigh these 35 <br />decisions and not take fund transfers lightly. 36 <br /> 37 <br />Mayor Marty said that he was under the impression that the City had already done this because it 38 <br />was discussed by the Council. He then explained that this was $12,563 for a special roof 39 <br />mounted air conditioner for the cable room to keep the cable equipment cool and it was 40 <br />determined at that time that, since this was a cable necessity, the City would charge that to the 41 <br />Cable Fund.
