Mounds View City Council September 24, 2007 <br />Regular Meeting Page 14 <br /> <br /> 1 <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Approve Resolution 7159, A 2 <br />Resolution Approving a Final Plat for the Abiding Savior Major Subdivision 3 <br /> 4 <br />MOTION/SECOND: Stigney/Marty. To Amend Resolution 7159 to require a Park Dedication 5 <br />of $8,655. 6 <br /> 7 <br />Council Member Stigney indicated that this is a major subdivision, and he feels that this is a fair 8 <br />park dedication fee which is the 10% option. 9 <br /> 10 <br />Council Member Flaherty said that at the August 27, 2007 meeting, there was an agreement and 11 <br />he does not think it fair to change in mid-stream. 12 <br /> 13 <br />Council Member Stigney commented that was the preliminary plat, and this is the final plat. 14 <br /> 15 <br />Mayor Marty indicated that this is what the Church was told to expect. However, he said that he 16 <br />can see Council Member Stigney’s point that it should have been Option 3 and applied to the 17 <br />subdivided portion of the Eastwood lot. 18 <br /> 19 <br /> Ayes – 1 Nays – 4 Amendment Failed. 20 <br /> 21 <br /> Ayes – 4 Nays – 1(Stigney) Original Motion carried. 22 <br /> 23 <br /> E. Resolution 7163, A Resolution Approving the Printing and Distribution of 24 <br /> the Summary Report Document and Setting a Public Hearing Date for the 25 <br /> Street and Utility Improvement Program 26 <br /> 27 <br />Handled earlier in the meeting. 28 <br /> 29 <br /> F. Resolution 7161, A Resolution Authorizing a Therapeutic Massage License 30 <br /> for Xiuju Li, doing business as Jian Kang Massage, LLC, located at 2552 31 <br /> County Road 10, Mounds View 32 <br /> 33 <br />Assistant to the Administrator Crane explained that Ms. Li has applied for a Therapeutic 34 <br />Massage License and will be the only therapist on site. All applicable license fees have been 35 <br />paid in full, however, insurance requirements have not been met, so approval would be 36 <br />contingent upon providing the required insurance information. 37 <br /> 38 <br />Staff recommends approval, and the license would be effective October 19, 2007, contingent 39 <br />upon receipt of certificate of liability insurance. 40 <br /> 41 <br />Council Member Stigney asked if there are any state licensing requirements for therapeutic 42 <br />massage businesses. 43 <br /> 44
