Memo to Ramsey County Court <br />RE: Khaldon Bteibet <br />September 2, 2005 <br />Page 2 <br /> <br />BACKGROUND: The City has been attempting to resolve and correct these and <br />other various ongoing nuisance, business, fire, zoning, sign <br />and building code violations since November of 2004. Since that time, multiple letters <br />have be sent to Mr. Bteibet in an effort to correct the violations and to prevent further <br />decline and blight of the property. The following represents a partial timeline of actions <br />conducted related to the cited individual: <br /> <br />November 18, 2004: Sent letter to Mr. Bteibet after witnessing mansard roof <br />demolition on building. Requested that Mr. Bteibet inform <br />City of his plans and timeline for completion. Sent permit <br />application. Mr. Bteibet did not respond to letter. <br /> <br />February 14, 2005: I spoke with Mr. Bteibet; he confirmed the property had fallen <br />into disrepair and that he would make an attempt to make <br />improvements. Conducted a follow up site inspection of the <br />property and obtained photographic documentation. <br /> <br />March 16, 2005: Fire Marshal Kathi Osmonson conducted a fire inspection and <br />noted several violations. A letter was sent to the subject <br />outlining the violations and requesting compliance. <br /> <br />March 17, 2005: Regarding the condition of the building, after no further <br />progress had been made, I sent another letter to Mr. Bteibet <br />reiterating the need to make immediate improvements to the <br />property. <br /> <br />April 4, 2004: Mounds View Fire Marshal Osmonson sent a letter to Mr. <br />Bteibet regarding the outstanding fire code violations. <br /> <br />April 8, 2005: Spoke with Mr. Bteibet about the need to maintain his property <br />and repair the partially demolished mansard roof extension. <br />Failure to comply would result in citations being issued. Mr. <br />Bteibet acknowledged his responsibilities. <br /> <br />May 16, 2005: Sent letter to subject after observing that advertising signs had <br />been erected on the retail and car wash buildings. Roof <br />mounted signs are prohibited in the City, and had Mr. Bteibet <br />obtained a permit for the work, staff could have informed him <br />of this prior to their installation. Requested subject obtain a <br />permit and install the signs in compliance with City Code. Mr. <br />Bteibet did not respond to this letter <br /> <br />July 7, 2005: Sent letter informing subject that his business license was in <br />jeopardy for failing to correct the fire code violations.
