Item No. 7I
Meeting Date: January 23, 2006
Type of Business: CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business
City Administrator Review _______
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works

Item Title/Subject: Resolution 6726 Awarding a Contract for the
Installation of a Security Card Reading System at
City Hall and the Community Center

Background:
As part of the
A security card reading system is an access system whereby to gain access to a
building, a card, similar in size to a credit card, is used instead of a traditional
key. Benefits of this system include the ability to record access information into a
City database to record who is accessing the building and when. Other benefits
included access management for new and former employees – no key to collect
from former employees, their access rights are simply removed from the system.

Discussion:
It is proposed that the cards to access these building will also function as
employee identification cards, with name and picture identification. The proposal
is to have two card reading access points at City Hall and two at the Community
Center. The access points at City Hall would be the main entrance and the police
entrance. The access points at the Community Center would be the main
entrance and the southwest entrance (near the Chamber of Commerce offices).

As previously mentioned, a security card reading system was planned to be
installed with the City Hall Project. However, our consultant informed Staff that it
would be more cost effective if the city did not have this item included in the
overall bid for the City hall Project since the general contractor would be
subcontracting this out and adding a surcharge onto that bid. For this reason,
Staff sought quotes for this item.

Review of Quotes –. Since this date is past the date this report was due, results
will be presented to the City Council at the meeting.

A total of three (3) quotes were solicited for this aspect of the project.
