Also, <br /> unforseen events often make it difficult to accurately <br /> determine the costs for this service. <br /> 6) Fire - Fire protection is also obtained through contracting <br /> with a private service provider. The 1990 Fire Bond <br /> Referendum provided for an additional agreement to the <br /> Joint Powers Agreement with the cities of Blaine and <br /> Spring Lake Park in which, Mounds View will assume its <br /> share of joint ownership of all the property, buildings and <br /> equipment of the Blaine/Spring Lake Park/Mounds View <br /> Fire Department which had earlier been acquired through <br /> the financial resources of the three cities. <br /> The effect of the 1990 Referendum will be additional costs <br /> to the City in the next several years as funds will be <br /> necessary for debt services. These costs will be reflected in <br /> the Finance section of this Plan. <br /> 7) Planning The position of City Planner was created in <br /> 1987.
