a. All of the duties and responsibilities of a City Clerk <br /> in a statutory city including the conduct of elections, <br /> maintenance of all municipal records and accounts, <br /> and issuance of all licenses and permits, except for <br /> building permits and contractor's licenses. <br /> b. Assist the City Council in the administration of City <br /> affairs including the supervision of its employees, <br /> programs and activities, and labor contracts. <br /> c. Prepare and submit to the City Council reports <br /> relating to municipal projects and/or improvements, <br /> periodic financial reports, annual operating budget, <br /> long-term financial plan, capital improvement plan <br /> and annual financial statements. <br /> d. Develop and maintain good public relations with the <br /> general public through the preparation and <br /> dissemination of news releases and other informa- <br /> tion, an annual report on the financial condition of <br /> the City and other <br /> efforts. <br /> e. Coordination of the City's activities with outside <br /> agencies and consultants. <br /> f. Coordination of the City's economic <br /> development and redevelopment activities. <br /> The 1991 appointment of a new Administrator affords an <br /> opportunity to establish a "new perspective" in City operations. <br /> Characteristic of the new perspective is the commitment to <br /> improved communication, services and attention to the trends <br /> which will shape the City as it moves into the next century. <br /> In May of 2992, the Council and staff attended a one and one- <br /> half day Goalsetting/Teambuilding Session. The purpose of this <br /> session was two fold: (1) to establish a foundation of teamwork <br /> from which the two entities could learn to interact in the best <br /> interests of the entire community and, (2) to establish the <br /> 8 <br />
