, <br /> 1991, the Department of Employee Relations <br /> received rulemaking authority from the State <br /> Legislature. The rules require a maintenance <br /> program whereby every job is evaluated once every <br /> three years. Consequently, 1/3 of the positions in the <br /> City will be reevaluated in 1992, 1/3 in 1993 and the <br /> final third in 1994. It is anticipated that the current <br /> Comparable Worth Evaluation System will be <br /> updated or a new system implemented in 1992, prior <br /> to position reevaluations. <br /> 5) Legal - Legal services are provided by contract. <br /> Recent change in state law have placed additional burdens <br /> on the City in the area of prosecution of misdemeanor <br /> cases. Uncertainty as to the responsibility for prosecution <br /> of these offenses, the City of the County, has made it <br /> difficult to accurately determine budgetary expenditures. <br /> The service level and associated costs for both prosecution <br /> and civil services will be explored in 1992 to determine the <br /> best course of action for future legal expenditures. <br /> It is necessary to point out that changes in <br /> legislation often have an impact on the degree to which the <br /> City utilizes the services of its legal representative. Also, <br /> unforseen events often make it difficult to accurately <br /> determine the costs for this service. <br /> 6) Fire - Fire protection is also obtained through contracting <br /> with a private service provider. The 1990 Fire Bond <br /> Referendum provided for an additional agreement to the <br /> J •- rs—A ent with the cities of Blaine and <br /> Spring Lake Park in which, Mounds View will assume its <br /> share of joint ownership of all the property, buildings and <br /> equipment of the Blaine/Spring Lake Park/Mounds View <br /> Fire Depai lucent which had earlier been acquired through <br /> the financial resources of the three cities. <br /> The effect of the 1990 Referendum will be additional costs <br /> to the City in the next several years as funds will be <br /> 6 <br />
