Impact analysis of activities of surrounding <br /> communities (i.e., Ramsey County's proposal for an <br /> 18 hole tournament golf course). <br /> 8) Clerk-Administrator's Office - The position of Clerk- <br /> Administrator is established by Section 6.01 of the <br /> Home Rule Charter with Section 6.03 outlining the duties <br /> of the Clerk-Administrator. Basically, the duties of the <br /> Clerk-Administrator's Office can be summarized as follows: <br /> a. All of the duties and responsibilities of a City Clerk <br /> in a statutory city including the conduct of elections, <br /> maintenance of all municipal records and accounts, <br /> and issuance of all licenses and permits, except for <br /> building permits and contractor's licenses. <br /> b. Assist the City Council in the administration of City <br /> affairs including the supervision of its employees, <br /> programs and activities, and labor contracts. <br /> c. Prepare and submit to the City Council reports <br /> relating to municipal projects and/or improvements, <br /> periodic financial reports, annual operating budget, <br /> long-term financial plan, capital improvement plan <br /> and annual financial statements. <br /> d. Develop and maintain good public relations with the <br /> general public through the preparation and <br /> dissemination of news releases and other <br /> information, an annual report on the financial <br /> condition of the City and other <br /> efforts. <br /> 8 <br />
