MEMORANDUM <br /> Memo To :Samantha Orduno, Clerk-Administrator <br /> From :Ric Minetor, City Engineer/Director of Public Works <br /> Date :May 21, 1991 <br /> Subject :July 5, 1991 - Possible Closing of City Hall <br /> I have discussed the possibility. of closing City Hall on. July 5th <br /> with the my staff. The employees are positive regarding this <br /> concept. They realize that they will need to use vacation leave <br /> if it is not their scheduled Friday off. Rick Jarson is aware <br /> that he would have to use leave with out pay. <br /> There. is a concern regarding building permits. Normally, it takes <br /> 1 2 days to review a building permit. This would preclude a <br /> person from applying for and obtaining a permit on Friday to <br /> construct something on the weekend. The exception would be a <br /> fence permit, a pre-cut shed or deck permit, or a roofing permit. <br /> These permits, at times, can be processed in one day. If we were <br /> to be open on the 5th of July, the building inspector has <br /> indicated he would like to take leave with out pay for that day. <br /> This would leave Barb to accept permit applications. I doubt that <br /> many could be processed with out Rick available for review. <br /> A second concern is that a person may apply for a permit ahead of <br /> time and may wish to schedule an inspection for the 5th of July. <br /> Many of the inspections can be done 'after the fact' on the <br /> following Monday. We can arrange the necessary inspections for <br /> Wednesday in this case. There is the possibility of someone being <br /> upset if we can not arrange an inspection on Friday, July 5th. I <br /> would offer that this may be the case even if we keep City Hall <br /> open. <br /> Considering the amount of business likely to occur on July 5th, I <br /> recommend closing City Hall on that day. I believe the positive <br /> effect on morale outweighs the possible negatives. <br />
