Agreement Between NMCC and CPI Page 2 <br /> 1 . PURPOSE. The purpose of and sole intent of this Agreement is <br /> to assist the Coalition in obtaining $150 million in federal <br /> funding for the 610/10 project through the reauthorization of <br /> the Surface Transportation Assistance Act (STAA) of 1991 . <br /> 2 . SCOPE OF SERVICES. CPI will provide the following scope of <br /> services to the Coalition: <br /> a. Development of Funding Strateav_ <br /> - Provide advice to Coalition members, the Minnesota <br /> delegation, and other Members of Congress in the <br /> development of a specific legislative proposal <br /> - Provide advice on the current Surface Transportation <br /> Assistance Act and other legislative proposals to amend <br /> STAA <br /> - Provide advice on the reauthorization process during <br /> drafting of Committee bills in the House and the Senate <br /> b. Preparation of Earmarking Language <br /> - Work with Coalition members, House and Senate staffs on <br /> both Authorization Committees, and key legislators to <br /> draft and negotiate appropriate statutory and report <br /> language to be included in the bills introduced by the <br /> Authorization Committees <br /> - Work with designated legal personnel who can put the <br /> draft statutory and report language in legal form and <br /> wording <br /> c. Coordination of Legislative Efforts <br /> - Provide key legislators and staff with appropriate <br /> information and technical/political guidance regarding <br /> the proposed highway project to be earmarked <br /> - Attending Committee hearings as appropriate <br /> - Assist Coalition members and staff in preparing for <br /> meetings with Members of Congress or testifying at <br /> hearings <br /> - Meet/coordinate with local government lobbyists as <br /> directed by the Coalition <br />
