Agreement Between NMCC and CPI Page 3 <br /> - Draft brief summaries of key meetings/hearings as <br /> appropriate <br /> - Maintain an ongoing checklist of open issues and con- <br /> cerns expressed by Members and their staff regarding <br /> federal funding strategy and the Coalition proposal <br /> - Follow up on meetings with Members and staff to ensure <br /> that earmarking issues and information needs are <br /> adequately addressed. <br /> d. Monitoring of Congressional Action <br /> - Work with key legislators and their aides to prevent <br /> hostile legislative amendments to the earmark provision <br /> at the Subcommittee or Committee levels <br /> - Work with key legislators and their aides to prevent <br /> hostile legislative amendments to the earmark provision <br /> on the House and Senate floor <br /> - Work with key legislators and their aides to prevent <br /> hostile legislative amendments to the earmark provision <br /> in the Conference Committee. <br /> 3. KEY PERSONNEL. Kenneth W. Butler, Senior Principal, will <br /> have lead responsibility for the 610/10 project and primary <br /> contact with the Coalition. Jeff Spartz, President of <br /> Northern Cross, will coordinate local activities with the <br /> Coalition members . Other CPI consultants will assist as <br /> appropriate. <br /> 4. TERM OF AGREEMENT. This term covered by this Agreement is <br /> divided into three phases: <br /> a. Phase 1 : April 15, 1991 to July 14, 1991 <br /> b. Phase 2 : July 15, 1991 to October 14, 1991 <br /> c. Phase 3: October 15, 1991 to December 14, 1991 <br /> The Coalition retains the sole right to terminate this Agree- <br /> ment at the end of Phase 1 or 2 by giving written notice to <br /> CPI. Said notice shall indicate that the Coalition elects to <br /> terminate the agreement at the end of Phase 1 or 2 (July 14 <br /> or October 14, 1991) . The Coalition will have no further <br /> obligation to CPI under this Agreement, except for reimburse- <br /> ment of CPI expenses incurred prior to receipt of the written <br /> notification. <br />
