Mounds View City Council November 13, 2006 <br />Regular Meeting Page 4 <br /> <br />Mayor Marty indicated that in the spring there are issues the City hears about with street 1 <br />sweeping and mowing in the summer and he would like to coordinate that to eliminate some of 2 <br />the calls in the coming year and keep the debris out of the storm sewer. 3 <br /> 4 <br />Mayor Marty thanked the Commissioners for their time and responsiveness to the City. 5 <br /> 6 <br />7. COUNCIL BUSINESS 7 <br /> 8 <br /> A. Second Reading and Adoption of Ordinance 780, an Ordinance Approving 9 <br /> Modifications to the Official City Wetland Zoning District Maps 10 <br /> 11 <br />Community Development Director Ericson explained that this is the third time this item has been 12 <br />before Council. He then said that the new maps were reviewed and a number of long discussions 13 <br />were held relating to the policy and the regulations associated with wetlands in Mounds View. 14 <br />He further said that all of the wetlands are protected by a 100 foot buffer area. Some residents 15 <br />were not aware of this which is why everyone within 100 feet of a wetland received a notice to 16 <br />raise awareness. 17 <br /> 18 <br />Director Ericson indicated that the original maps had not been updated since the 1980s and this 19 <br />update is to accommodate changes due to development and natural changes in the wetlands. 20 <br /> 21 <br />Director Ericson indicated that there were a few changes including the wetland buffer being 22 <br />removed from Spring Lake, the buffer was removed from the storm water pond at county Road 23 <br />10 and Spring Lake Road, the buffer was removed from numerous ditches throughout the 24 <br />community as the intent was to buffer wetlands not a drainage ditch. He further explained that 25 <br />the buffer was removed from judicial ditch number 1 that flows under Lois Drive. 26 <br /> 27 <br />Director Ericson indicated that the wetland just outside the City’s borders in Spring Lake Park 28 <br />affects the City because the buffer extends into this community and that was removed. 29 <br /> 30 <br />Director Ericson indicated that the buffer on the new wetland on Ardan Road was removed and 31 <br />explained that the research shows the definition of a wetland to include more than one acre. He 32 <br />then read the Code definition for the Council. He further commented that the key phrase was the 33 <br />area over one acre in size so the question is whether to follow the Code as written which means 34 <br />that there are three wetlands that would not require buffering. 35 <br /> 36 <br />Director Ericson provided information on the three wetlands to consider. The first one is in 37 <br />Hidden Hollow that was recently delineated but it does not meet the threshold of more than one 38 <br />acre. The second is the wetland brought up by Carol Mueller at the last meeting. The third is the 39 <br />storm water pond along Quincy. He then explained that Rice Creek would maintain jurisdiction 40 <br />over these wetlands but, if they are removed from the Ordinance, the City would not maintain the 41 <br />100 foot buffer from these wetlands. 42 <br /> 43 <br />Director Ericson asked that Council approve the Ordinance Summary for publication along with 44 <br />the Ordinance approval. 45
