Mounds View City Council November 13, 2006 <br />Regular Meeting Page 11 <br /> <br /> 1 <br />Mayor Marty said that the money has to go directly to some type of recycling or recycling 2 <br />program or education so the City does not need to dedicate it specifically at this time. 3 <br />Staff explained that the Grant lists the ways the City intends to use the funds. 4 <br /> 5 <br />City Administrator Ulrich recommended approval so that the City does not miss out on the Grant 6 <br />and said that he will look into whether the uses can be amended. 7 <br /> 8 <br />Council Member Thomas indicated that she is fine with the recommendations of Staff to utilize 9 <br />the SCORE Grant funds. 10 <br /> 11 <br />Council Member Gunn agreed. 12 <br /> 13 <br />Council Member Stigney said that he would like to use other funds first if they are available. 14 <br /> 15 <br />City Administrator Ulrich indicated that the budget will be set up as determined by grant funds 16 <br />received. 17 <br /> 18 <br />MOTION/SECOND: Gunn/Marty. To Waive the Reading and Approve Resolution 6957, 19 <br />Approving the 2007 SCORE Grant. 20 <br /> 21 <br />Council Member Stigney asked whether approval incorporates the ability for Staff to look into 22 <br />options for using the funds in other ways. 23 <br /> 24 <br />Mayor Marty indicated the Resolution approves this but there is consensus that the City 25 <br />Administrator will look into other uses for the funds and to look into utilizing other funds first. 26 <br /> 27 <br /> Ayes – 5 Nays – 0 Motion carried. 28 <br /> 29 <br /> F. Resolution 6958, a Resolution Approving a Wetland Buffer Permit for New 30 <br /> Home Construction at 7057 Pleasant View Drive 31 <br /> 32 <br />Council Member Flaherty indicated that the question was raised previously in the meeting 33 <br />regarding development in the buffer zone and he wanted to point out that this is approval of 34 <br />development in the wetland buffer. 35 <br /> 36 <br />Director Ericson said that because this has been an issue for Council consideration in the past this 37 <br />property owner is talking about drainage issues and this buffer permit will resolve any issues that 38 <br />may or may not have occurred in the past with drainage issues at this property. He then said that 39 <br />the proposal is to elevate this home and have a drainage area between the two homes. He further 40 <br />explained that public works has reviewed this and the grade of the back half of the lot is not 41 <br />changing and this will not impact the wetland area. 42 <br /> 43 <br />MOTION/SECOND: Flaherty/Thomas.
