Mounds View City Council November 27, 2006 Regular Meeting Page 6 1 Council Member Flaherty indicated that it irks him that the wording used states that it is 2 inevitable that rework will be necessary. He then said that it seems to him that is a blank check. 3 He further said that the contractors and architects need to stand beside their quotes and Staff 4 needs to tell them that there is not another dime coming. 5 6 Council Member Flaherty said that he would like further information on ASI 106 for 7 clarification. 8 9 Public Works Director Lee explained that Staff is contesting some of the items under ASI 106. 10 11 Council Member Stigney asked if the signage is in front of City Hall or what the signage 12 reference is for. 13 14 Public Works Director Lee indicated that SEH is proposing to either repaint that signage or add a 15 backer to make it more visible. He then said that the Council dais and outside signage is coming 16 back to Council for consideration. 17 18 Council Member Flaherty asked about ASI 95 and then said that the building officials are in the 19 building and asked whether they were conferred with when the plans were prepared. 20 21 Public Works Director Lee indicated that a permit was issued by the Building Inspector based on 22 the plans submitted. 23 24 Mayor Marty indicated that Council Member Flaherty had said that it is inevitable that minor 25 adjustments must be made to the scope of the project and he agrees with that but now the City 26 has been back in for a while so he would think that everything would have been done by now. 27 28 Mayor Marty said that someone needs to be held accountable for this because things just keep 29 coming on this project and he continues to be concerned about the things that keep popping up. 30 31 Council Member Gunn indicated that she had asked if all the items are done but Arcay has 32 continued to submit items submitted by subcontractors and she would like to know if the 33 contractors are inspecting or if Staff is finding these things or how these things are coming up. 34 35 Public Works Director Lee indicated that there was a meeting with Staff, Arcay and SEH to 36 finalize the items. He then said that after the final four items to come with the next change order 37 there will be no more items coming forward. 38 39 Council Member Flaherty said that all piping gets insulated in Minnesota and it should come 40 standard with the bid and it should not have been an oversight. 41 42 MOTION/SECOND: Marty/Stigney. To Waive the Reading and Approve Resolution 6965 43 Approving Change Order No. 36 for the City Hall Rehabilitation Project with the Caveat that 44 ASI 106 Must be Verified by the Consultant. 45
