Mounds View City Council November 27, 2006 <br />Regular Meeting Page 8 <br /> <br /> 1 <br />Mayor Marty indicated that he would like to approach the developer to see if they would 2 <br />consider changes because Johnson Hitch is closed and that property is up for sale. He then said 3 <br />that he would like Staff to contact them to ask them to consider the changes suggested. 4 <br /> 5 <br />Council Member Gunn indicated she watched the Planning Commission meeting and it was 6 <br />unanimously approved for this development and the preliminary plan shown had everything that 7 <br />they were concerned about previous to this meeting including a concern with lighting that was 8 <br />addressed. She then said that they have stepped forward with a ton of landscaping around the 9 <br />property and there will be 19 homes with enough room for fire trucks and other emergency 10 <br />vehicles and they are putting up a privacy fence around a lot in the rear to address that issue and 11 <br />it will be owner occupied with an association. She further said that she does not think it is 12 <br />reasonable to go back to the developer at this time to ask him to change his mind. 13 <br /> 14 <br />Mayor Marty said he is not asking the Council as a body to ask Staff to go and recommend the 15 <br />changes but he would like to have Staff discuss it with him. 16 <br /> 17 <br />Community Development Director Ericson said that the reason it has taken so long is that the 18 <br />developer was exploring other plans and even considered selling the project but has decided that 19 <br />the best course of action is to move forward with the development based on the original plan. 20 <br />He then said that the thoughts of the Mayor were considered but they felt it would be in their 21 <br />best interest to continue in the direction of the first plan they approached the City with. 22 <br /> 23 <br />MOTION/SECOND: Marty/Stigney. To Approve Consent Agenda Item B, Set a Public Hearing 24 <br />for Monday, December 11, 2006 at 7:10 p.m. to Consider a Preliminary Plat for the “Knollwood 25 <br />Place” Townhome Development. 26 <br /> 27 <br />Council Member Stigney stated that he watched the Planning Commission and he likes the latest 28 <br />plan and what it looks like so he supports the plan now that the aesthetics have been outlined and 29 <br />the City has an idea of how it will look. 30 <br /> 31 <br /> Ayes – 4 Nays – 0 Motion carried. 32 <br /> 33 <br /> C. Resolution 6967 Authorizing Out of State Conference Attendance and 34 <br /> Corresponding Budget Amendment 35 <br /> 36 <br />Council Member Stigney said that he has an issue with out of state seminars and he feels that 37 <br />Staff can look into getting a manual or the materials from it rather than increasing the budget to 38 <br />attend. 39 <br /> 40 <br />Council Member Flaherty asked Staff if there are classes at the University of Minnesota or a 41 <br />community college that would gain the same knowledge as he would prefer a class over a 42 <br />seminar. 43 <br /> 44 <br />Director Ericson indicated that there are not many good housing maintenance seminar or code 45
