e <br /> The City participates in the Public Employees Retirement Fund and the Police and Fire <br /> Fund pension funds,as administered by the Public Employees Retirement Association under <br /> Minnesota statute. The plan covers all full time employees. <br /> THE POSITION <br /> The duties of the Clerk-Administrator in Mounds View include the duties of a clerk in a <br /> Minnesota statutory city. The Clerk-Administrator is responsible for giving the required <br /> notice of each regular and special election; recording the proceedings; notifying officials of <br /> their election or appointment to office; certifying to the County Auditor all appointments <br /> and all results of all municipal elections. In the capacity of City Clerk, the Clerk- <br /> Administrator is also responsible for maintaining a minute book, ordinance books, and <br /> accounting for all financial transactions and may delegate these duties to a deputy clerk <br /> administrator as appointed by the City Council. <br /> The Clerk-Administrator is also responsible for the following duties: <br /> * Supervise administration as provided by the Charter and Council action; <br /> * Prepare reports and summaries related to the contemplated municipal projects and/or <br /> improvements; <br /> * Prepare an annual fiscal budget and capital improvements plan for submission to <br /> the Council; <br /> * Prepare the annual financial statement; <br /> * Attend all Council meetings and provide input to the Council; <br /> * Supervise municipal employees, programs and activities unless otherwise directed <br /> by Council; <br /> * Submit periodic reports to the Council on the financial condition of municipal <br /> accounts; • <br /> * Supervise the conduct of local elections; <br /> *Advise the Council in decisions affecting the employment or removal of department heads <br /> and appointed officials; <br /> * Work in cooperation with the Council's appointed attorney and engineer; <br /> * Advise the Council on the terms and conditions of employees/labor contracts; <br /> * Prepare an annual report to inform the public about the financial condition of the City; <br /> *Work in cooperation with the Council appointed City Treasurer,whose duties are specified <br /> by State law for a Treasurer in a statutory city. <br /> * Bachelor of Arts degree (Masters preferred) in Public Administration, Business <br /> Administration, or related field. <br /> * Minimum five-seven years in a responsible management position. <br /> * Experience in negotiating with labor unions and settling labor contracts. <br /> *Experience in dealing with community development,zoning,planning.and land use issues. <br /> * Knowledge of state and federal guidelines. <br /> * Good understanding of tax increment financing. <br /> Mounds View Position Profile <br /> 4 <br />
