Regional Government <br /> • As a community located in the metropolitan area, Mounds View is under the jurisdiction of <br /> the Metropolitan Council (Met Council). The Metropolitan Council is comprised of 17 <br /> members who are appointed by the Governor, with the advice and consent of the State <br /> Senate. Sixteen members are appointed to four year terms from districts of equal population <br /> size within the seven-county metropolitan area. The Council chairman represents the region <br /> as a whole and serves at the pleasure of the Governor. The Council is accountable in law <br /> to the State legislature. The Council's primary mission is to undertake those planning and <br /> coordinative actions necessary to insure the"orderly and economic development"of the Twin <br /> Cities area. In addition, the legislature has instructed the Met Council to assist local <br /> communities in their planning and provide information to the public on matters pertaining <br /> to the region and its development. The Met Council has twelve citizen advisory committees <br /> at present. <br /> THE ORGANIZATION <br /> Mounds View has been a municipal corporation since 1958. The City operates under a home <br /> rule charter which was adopted in 1980. The charter was most recently amended in 1986. <br /> The City is governed by a Mayor and four councilmembers,all of whom are elected at large. <br /> Councilmembers are elected for four year terms; the mayor is elected for a two year term. <br /> The Clerk-Administrator is responsible for administering Council policy and managing City <br /> operations on a daily basis. The position is appointed by the Council and serves at the <br /> Council's discretion. The Council also appoints a City Treasurer, City Attorney and a City <br /> Engineer. <br /> • Mounds View currently employs 35 full time individuals in its various departments, <br /> including fourteen officers in public safety. The City contracts for firefighting services <br /> with the Spring Lake Park Fire Department, a private non-profit organization serving the <br /> cities of Blaine, Spring Lake Park and Mounds View. The three communities have <br /> established a joint powers agreement and contributions to the fire department operation are <br /> based on a formula consisting of 50%assessed valuation and 50% the number of average fire <br /> runs over a three year period. The City of Mounds View currently contributes $700,000 to <br /> the fire department operations, approximately 22%of the total budget. The fire department <br /> has four full time personnel - the Chief, an Administrative Assistant, and two clerical <br /> support. There are 80 volunteers within the fire department operating out of five stations <br /> and utilizing fourteen pieces of fire apparatus. Residents of the three communities recently <br /> adopted a bond referendum held on November 6, 1980 calling for a $4.5 million issue to <br /> replace two stations, remodel other stations and purchase/replace six pieces of fire <br /> apparatus. <br /> Utilities <br /> The City currently maintains six wells with a combined pumping capacity of 8.400 gallons <br /> per minute. Average peak demand has been approximately 1.3 million and 4.8 million <br /> gallons per day, respectively. Water storage capacity is 2.75 million gallons. Waste water <br /> treatment facilities are provided throughout the seven county metropolitan area by the <br /> Metropolitan Waste Control Commission. The City maintains and constructs the laterals <br /> within the City. Electrical service and natural gas service are provided by Northern States <br /> Power.
