Section D of this report tabulates the <br /> amount of space required to meet both current and future needs. An ina-ease in net square <br /> footage of 66%will be necessary to enable the building to meet these needs. <br /> Since the existing site is the only identified site available to the city for City HHall/Police <br /> Department use,all site options have been condided. The park-tike ung with mature trees <br /> provides for a very pleasant setting for the building. Also,the site is cortven ently located within <br /> the City of Mounds View,rear the geographic center of the city. <br /> Options that would consider vertical evansion to the building wm not developed. It would not <br /> be feasible from a structural standpoint and would compound accessibility issues. Site <br /> requirements impacting options development are as follows. A requirement of the Police <br /> Department for direct,safe,and ample vehicular acc from the dgarage!parking facilities to <br /> Edgewood Drive. A second requirement of the Police Department is a secured parking area for <br /> police squad cars and personal vehicles of the des employees. A requirement for the <br /> provision of parking 60+vehicles for public use relating to the site's rec'eational(anilines has <br /> some impact as well. The public lot and the Police access drive and lot would replace the east <br /> softball field. The City would relocate the tot-lot. <br /> Option A <br /> • Option A would propose to build a stand-alone Police Building adjacent to the etin g City Hall <br /> Building. This would provide the necessary square footage for the Police Department. The Parks, <br /> Recreation,and Forestry Department along with the Public Works Department would relocate in. <br /> the area vacated by the Police Department. This would provide the needed square footage for all <br /> departments. The only feasible site location that would provide uzfficient space for a Police <br /> Building is to the north of the water tower where the east softball field now exists. Access to <br /> Edgewood Drive would be direct. <br /> There was no further development of this option for the following reasons. The first being that <br /> there is not any real support from City Hall staff for a stand-alone Police Building. In fact there is <br /> a real desire to keep all the City departments under'one roof with simple and direct access for the <br /> public. Secondly,construction costs for a stand-alone Police Building would be higher than the <br /> -�a{ ♦ - f of r`•:' • •� s � •f a♦ • -' v•�..- - _ .. a...... `� -. ._ .� <br /> be as much a 20%compared with Option C. <br /> Option B • <br /> Option B would propose the relocation of the Council Chamber from its existing location to a <br /> future vacated Water Filtration wing of the building. The Council Chamber would have its own <br /> separate entry lobby plus require rpstrcams for the public. Staff acmes to this new Council . <br /> Chamber from City Hall would be through the Parks Department/Public Works Department <br /> shared Conference Room. Public access would be from outside. A Police Department addition • <br /> would extend from the west wall of the existing Council Chamber out in a northwesterly <br /> direction The Parks,Recreation,and Forestry Department along with the Public Works <br /> Department would be relocated in the area vacated by the Police Department. All departments <br /> would then open out into a large centralized open Lobby/Waiting Area. <br /> E-1 <br />
