6 .05 <br /> (3) "Probationary employee" means one who has been <br /> 111 <br /> assigned to a full-time or part-time position, but who has not <br /> completed the probationary period. <br /> (4) "Temporary or seasonal employee" means one who has <br /> been appointed for full-time or part-time employment on a temporary <br /> basis for a period not to exceed six months . <br /> (5) "Benefits" means vacation, sick leave, paid <br /> holidays, insurance, and any other benefits as approved by the <br /> Council. <br /> (6) "Fiscal year" is the period January 1 to December <br /> 31 inclusive. <br /> (7) "Employee" means only an employee subject to the <br /> terms of this chapter unless the context in which the word appears <br /> requires a different meaning. <br /> (8) "Appointing authority" shall mean the Council. <br /> (9) "Work day" means the usual number of work hours an <br /> employee works per day. <br /> ( 10) "Immediate family" means the following kin of110 <br /> either the employee or the employee's spouse: children, <br /> stepchildren, mother, father, sister, brother, grandparents, or <br /> minor for which the employee is the legal guardian. <br /> ( 11) "Exempt" means an employee or group of employees <br /> determined to be covered by the provisions of the Fair Labor <br /> Standards Act. <br /> 6 .05 . APPOINTMENTS. All probationary, temporary, and <br /> regular appointments to municipal service shall be made by the <br /> appointing authority. <br /> 6 .06 . APPOINTMENT PROCEDURE. All appointments in <br /> the municipal service shall be made according to merit and fitness. <br /> No person shall in any way be favored or discriminated against <br /> because of race, creed, color, nation of origin, age, sex, <br /> handicap, political affiliations, marital status or beliefs . <br /> Subdivision 1 . By Examination. When required by law <br /> or by the appointing authority, merit and fitness may be <br /> ascertained be written, oral, or other examinations and shall <br /> relate to those matters which will test fairly the capacity and <br /> fitness of the candidate to discharge efficiently the duties of the <br /> position for which such examinations are held. <br />
