6 . 07 <br /> 410 <br /> Subdivision 5. Sick Leave and Other Benefits During • <br /> Probation. During the initial probationary period, but not <br /> during a promotional probationary period, an employee will not be <br /> paid for any absence from work with the exception of legal paid <br /> holidays . After six months of service, an employee will be <br /> entitled to sick leave and vacation leave to be accrued from the <br /> start of probationary employment. Group health and welfare <br /> benefits shall start the first day of the month following <br /> appointment; however, any waiting periods shall be according to the <br /> terms of the group health policy. <br /> 6 .09 . PROMOTIONS. It is the policy of the <br /> Municipality to fill vacancies in municipal service by promotion <br /> of regular municipal employees when possible. In case of equal <br /> qualifications, consideration will be given to the length of <br /> service. <br /> 6 . 10 GRIEVANCE POLICY. It is the policy of the <br /> Municipality insofar as possible to prevent occurrence of <br /> grievances and to deal promptly with those which occur. The <br /> following shall be the Grievance Policy of the Municipality: <br /> ( 1) Non-Union Employees - The following steps shall <br /> regulate the grievance procedure for non-union employees: <br /> Step 1 - Should an employee wish to file a grievance, • <br /> said grievance shall be field in writing within 10 <br /> working days of the occurrence of the grieved issue with <br /> the employee's department head. <br /> Step 2 - The grieving employee's department head shall <br /> immediately consider and examine the causes of the <br /> grievance and attempt to resolve it to the extent he <br /> possesses authority within ten working days of receipt <br /> of the grievance. <br /> Step 3 - If the grievance is not satisfactorily dealt <br /> with at the Department level it can be appealed within <br /> ten working days to the Clerk-Administrator. <br /> Step 4 - Upon receipt of the grievance appeal the Clerk- <br /> Administrator shall review the grievance and respond <br /> within ten working days. <br /> Step 5 - If the grievance is not satisfactorily dealt <br /> with at the Clerk-Administrator level a petition for the <br /> City Council to hear the grievance must be filed within <br /> ten working days with the Clerk-Administrator who will <br /> then place it on the next available City Council Agenda. <br />
