Mounds View Planning Commission August 21 , 1986 <br /> Special Meeting Page Two <br /> • Commissioner Zoliner stated she has a problem <br /> approving variances for that site, especially <br /> after going out and looking at it. She also <br /> asked whether the developer had a permit for the <br /> fill when he was placing it. <br /> Mr. Rose replied that they had taken out a <br /> building permit before the fill was placed . <br /> Commissioner Zoliner expressed concern with the <br /> proposed plan, as she feels there will be only <br /> black-top and a pond on the property, and no open, <br /> usable space for the residents. <br /> Mr. Rose stated he would see the Planning Commission <br /> received more drainage information for that area, <br /> and Staff will also address the hardship issue again. <br /> Chairman Mountin stated the maximum units the <br /> Planning Commission would be willing to address is <br /> seven, and not any more. <br /> Motion/Second: Zollner/Miller to table action on <br /> this item until September 3, 1986 , meeting. <br /> 0 4 ayes 0 nays Motion Carried <br /> Tim Nelson, representing JLN Development, made a <br /> slide presentation showing some of the buildings <br /> they have constructed recently in the area. He <br /> also introduced Bill Frank, Tom Snoeffer and John <br /> Shardlow who were with him. <br /> Mr. Shardlow reviewed their development concept and <br /> presented drawings of the proposed development. He <br /> sta - . • . . - .- . . e over access onto County Road H-2, and they have <br /> addressed it and they feel the site cannot be developed <br /> efficiently without some type of access onto County <br /> Road H-2 . He stated that he agrees with the recommen- <br /> dation in Mr. Rose' s report that a traffic consultant <br /> needs to be hired, and they are already working on <br /> that. They are also addressing the questions with <br /> parking, run-off , ponding, and traffic flow, and are <br /> looking at many possibilities. <br /> Chairman Mountin stated the Planning Commission has <br /> made a very strong commitment to the residents along <br /> Quincy Street and County Road H-2 that they would not <br /> •allow a thru street for that area. <br />
