Mounds View Planning Commission November 1, 1989 <br /> Regular Meeting Page Three <br /> 411 The Planning Commission requested Everest Development <br /> discuss the previously approved plantings with the <br /> City Forester, for clarification and possible changes. <br /> Ms. Hren reviewed the options open to the Planning <br /> Commission at this time. She advised the comments <br /> are expected from MnDOT within the next few days. <br /> Chair Mountin recommended the Planning Commission be <br /> proactive and tell MnDOT what should be done, and if <br /> they are opposed, they should state so now to MnDOT. <br /> The Planning Commission can also request this go to <br /> Barton Ashmann for a traffic study on the access. <br /> The cost of the study would be borme by the developer, <br /> and there is value in having a disinterested third <br /> party do such :a study. <br /> Mr. Nelson stated he agrees that the City' s approval <br /> would be required, in addition to MnDOT' s, and he <br /> requested if the Planning Commission is uncomfortable <br /> with the request, to please ask for additional infor- <br /> mation rather than just voting it down. He pointed <br /> out they have already taken out two accesses that <br /> were there. <br /> It was the concensus of the Planning Commission that <br /> they would like further information before taking <br /> action. <br /> Motion/Second: Miller/Jones to request the Council <br /> refer the issue to Barton Ashmann or another qualified <br /> traffic consultant, to address the single issue of <br /> the driveway and its relationship to Woodale Drive, <br /> Perkins, the Mermaid and Rent-All for potential <br /> impact and/or conflict. Information to be provided <br /> would include the quantity of how many, when, peak <br /> times, as well as a quality issue, if the ingress/ <br /> egress is reasonable, and design alternatives. The <br /> Planning Commission requests the City advise MnDOT <br /> a decision has not been reached and request that <br /> they delay their decision until input can be provided. <br /> 3 ayes 1 nay Motion Carried <br /> Commissioner Dian voted against the motion, stating <br /> she felt it was against the Comp Plan, and she feels <br /> the safety impact is an issue. This driveway was <br /> not shown in the original plan and the need has not <br /> been shown. <br /> Chair Mountin clarified that the Council will direct <br /> IIIStaff to retain a consultant to do the study. <br />
