Twin City <br /> School of Pet <br /> Motion/Secodd: Zollner/Burgers to adopt Resolution Grooming, <br /> No. 281-90 approving the conditional use permit Planning Case <br /> request by Twin City School of Pet Grooming, 2540 No. 291-90 <br /> Highway 10, Planning Case No. 291-90, and waive <br /> the reading. <br /> 6 ayes 0 nays Motion Carried <br /> Chair Mountin reported the Planning Commission has 6. Miscellaneous <br /> been requested by the Council to address the <br /> proposed new Highway 10/610 and County Road J <br /> realignment . She noted considerable discussion had <br /> occurred on this at various levels of the City in <br /> the past years. She further noted the Planning <br /> Commission is an advisory board and they will be <br /> addressing the alternates proposed as to how they <br /> fit into the Comp Plan. <br /> City Engineer/Public Works Director Minetor pre- <br /> sented a basic overview of the project, showing <br /> 0 the proposed alternates, and addressed how they <br /> would impact existing County Road J. He also <br /> reviewed the traffic count data for the area. <br /> He also noted no plan was ever formally approved <br /> by the City. <br /> Chair Mountin reviewed the history of the proposed <br /> road upgrade, and the Planning Commission ' s input <br /> in that process . She stated it is hoped the <br /> Planning Commission will be able to have a recommen- <br /> dation to pass on to the Council on a policy <br /> statement . <br /> Mr. Minetor reviewed MSA requirements for streets. <br /> A suggestion was made from an unidentified resi- <br /> dent who was present, to close off all streets for <br /> a one week study, to see where those cars go. <br /> However, Mr.Minetor explained it would take mini- <br /> mally a few months to establish patterns. <br /> There was also discussion on closing off Radisson <br /> Road to the airport, but it was noted nothing is <br /> permanent and while the road could be closed now, <br /> it could be opened later. <br /> • Other concerns expressed included safety, access <br /> for emergency vehicles, noise and noise abatement, <br /> environmental issues, sidewalks and increased <br /> traffic on residential streets. <br />
