Mounds View Planning Commission May 2, 1990 <br /> Regular Meeting Page Three <br /> Mr. Strapella reported there is a monitoring well <br /> 411installed within the tank basin, and they have <br /> conducted a survey of the wells in the area, and up <br /> to six water levels within 3000' of the site have <br /> tested okay, and they do not see any health threat. <br /> Commission Jones asked about the possibility of <br /> leaving the monitoring well in after the clean up is <br /> completed. <br /> Mr. Strapella replied it could be arranged, but it <br /> would have to be an agreement between Kunz and Fina. <br /> It was noted the Planning Commission is interested <br /> in protecting the community. <br /> A representative of Dahl & Associates reviewed the <br /> placement of the building on the site, and the <br /> layout of the precautions which are planned. The <br /> building itself will be 10' x 10' . They do have a <br /> permit already from the fire department. <br /> Chair Mountin stated she would like to see a bond or <br /> security posted. She explained if a variance is <br /> granted this does not go on to the Council. She <br /> also advised the variance is removed at the time the <br /> condition ends and the shed is removed. She <br /> • suggested tabling action on this item until the next <br /> meeting of the Planning Commission, at which time <br /> they could call to order at the agenda session in <br /> two weeks to take action. She requested that in the <br /> meantime Staff check with the City Attorney, and see <br /> if a variance is the proper remedy rather than a <br /> conditional use permit, and that the variance should <br /> include the time and assure them that at the end of <br /> the time everything be removed, and also address <br /> concerns about the well, and whether anything <br /> additional can be required of the other three tanks . <br /> She also recommended this be brought to the Council <br /> at their agenda session. She also reminded everyone <br /> that if a variance is the vehicle to use, the <br /> Planning Commission is the final authority'. <br /> Mr. Strapella stated the PCA would like the removal <br /> to begin as soon as possible, and he is concerned <br /> with the vapors and the leakage getting into the <br /> sanitary sewer system and the possibility of an <br /> explosion. He emphasized the importance of <br /> beginning this work as quickly as possible. <br /> Councilmember Wuori pointed out they are dealing <br /> with two corporate entities, Kunz Oil for anything <br /> • predating the sale of Fina, and Fina for everything <br /> that is okay at this time, and issues into the <br /> future. <br />
