Mounds View Planning Commission November 6, 1996 <br /> • Regular Meeting Page 4 <br /> Director Sheldon explained to the Commission <br /> that Resolution No. 485-96 is for the new <br /> ratios to be used for the proposal, and added <br /> that it was Staffs conclusion that the variance <br /> was justified and approval was recommended. <br /> She noted that if the Planning Commission can <br /> grant a variance; it would not go on to Council <br /> unless the applicant appealed the <br /> Commission's decision. <br /> Director Sheldon addressed the other issue <br /> which had to do with joint use of parking. At <br /> the last meeting, staff had reported that the <br /> number of parking spaces on the site, after the <br /> building additions, would be 457 and that the <br /> number which would be required using the new <br /> ratios would be 454. The Commission <br /> indicated at that time that the applicant should <br /> . provide the additional three spaces by <br /> restriping some of the standard size stalls to be <br /> compact size. Director Sheldon then indicated <br /> to the Commission that Staff made an error in <br /> its previous report to the Planning Commission. <br /> Instead of 454 spaces being needed, using the <br /> new ratios, 492 spaces were needed, or 38 <br /> spaces more than the number on the site. She <br /> advised the Commission that it was not <br /> possible to achieve either a three space <br /> reduction or a 38 space reduction using <br /> restriping from standard size stalls to compact <br /> size stalls. (It would require 51 standard <br /> spaces to be restriped to compact size to <br /> create three additional spaces, which was more <br /> than 10% of the parking on the site. The <br /> Parking Code limits compact spaces to 10% of <br /> the parking provided.) It was staffs <br /> recommendation that the Commission consider <br /> a conditional use permit for joint use of parking <br /> facilities to address the situation, and reported <br /> that it would require a 8% reduction in the <br /> parking required for daytime and nighttime uses <br /> to reduce the parking required on the site to the <br />
