Mounds View Planning Commission June 2, 1999 <br /> 111 Regular Meeting Page 10 <br /> across the narrows of Silver View Pond. He added that the construction of the bridge would not take <br /> place at this time due to the need for time-consuming engineering work. <br /> Community Development Director Jopke stated that formal action was not required at this time, and <br /> he would relay the comments and concerns of the Commission to the City Council. <br /> Stevenson stated that a portion of the funds used for paving the trail would come from the park <br /> dedication fees paid by the theater. <br /> Commissioner Berke stated that he had heard that funds had been provided by a developer for this <br /> project several years prior, but the City had spent the funds elsewhere. <br /> Stevenson stated that he has served on the Park Commission for 12 years and never heard that <br /> comment. <br /> Stevenson stated that the maintenance requirements would be lessened for the blacktop trail, <br /> explaining that the existing wood chips required higher maintenance. He stated that the issue of snow <br /> • removal was discussed at the meeting, and that the paving would not facilitate large snow removal <br /> equipment. He stated that he was in favor of proceeding with the project. <br /> Commissioner Kaden asked if any of the residents with property next to the trail had objected to the <br /> paving project. He noted that increased traffic and activity might be cause for concern regarding <br /> loitering and crime. <br /> Debbie Jones, 7405 Parkview Drive, stated her home is located on the south side and adjacent to <br /> the pond. She stated that she had heard only positive feedback from the other residents in regard to <br /> the project. She stated that she believed the occurrence of crime might actually be decreased by the <br /> increased activity. She noted that the existing wood chips are difficult to walk or ride a bicycle on. <br /> Kaden asked if the residents accepted the idea the paved trail would not be plowed in the winter. <br /> Commissioner Johnson stated that there was a mixed reaction among the residents in this area. <br /> Commissioner Braathen asked if the proposed paving would be blacktop, explaining that blacktop <br /> would facilitate a faster snow melt. Jopke stated that the trails would be paved with blacktop. <br /> Braathen asked if there was access to the trails, other than the resident's properties. <br /> Chair Peterson stated that there was an access on Long Lake Road, from County Road H2, at the <br /> south end of the pond. <br /> • Commissioner Miller asked how long the project would take to complete. Stevenson stated that he <br /> did not know. <br />
