CHAMPLAIN <br /> . New and used car sales lots are allowed by Conditional Use Permit in C-1, C-2, C-N and <br /> C-Hwy Districts and commercial designated land in Planned Unit Developments. <br /> 1. General provisions are for all commercial districts are applicable to car <br /> sales lots. <br /> 2. General provisions for all commercial districts are applicable for auto <br /> sales lots. <br /> COLUMBIA HEIGHTS <br /> Auto sales lots are allowed by Conditional Use Permit in Retail Business Districts. Auto <br /> sales lots must be a minimum of 3 acres. Only area that auto sales are a permitted use <br /> is the General Business District, (This area doesn't really exist- only about 1/2 of a <br /> • block in the City). Standards for all auto sales lots: <br /> 1. The required yard abutting the public right-of-way must be landscaped and <br /> the landscaping must be separated from the usable portion of the lot by a <br /> curb or fence. <br /> 2. All of the lot other than the portion occupied by building or landscape <br /> treatment is to be surfaced in order to control dust and drainage. <br /> 3. _Lots are required to be constructed according to a grading plan approved <br /> by the City Engineer. <br /> 4. When a lot is abutting a lot located in the "R" District, a fence of <br /> acceptable sign is required to be erected along the property line. <br /> 5. The outdoor lighting system for a sales lot is to be designed so that no <br /> • direct source of light is visible from the public right-of-way or adjacent <br /> land. <br /> 6. Should a public address system be installed, the volume of the sound <br /> transmitted can not be over 50 decibels at 75 cycles per second at the <br /> property line. <br /> 7. A site plan for the lot showing access isles, parking, storage, fencing and <br /> other necessary features required to understand the operation must be filed <br /> for approval by the City. <br /> COON RAPIDS <br /> Used-autosold in conjunction with new auto sales. New car sales are <br /> allowed by Conditional Use Permit in General Commercial and Community Commercial <br /> Districts. <br /> HOPKINS <br /> Car sales lots are allowable in "B" Districts provided: <br /> 1. The sales lot is not to be larger in square footage than the square footage <br /> of the building devoted to the related business. <br /> 2. A 20 foot front yard setback in which there shall be no auto parking. <br /> Within this 20 foot setback there must be a permanent barrier of <br /> landscaping. <br /> • 3. Lighting of the sales lot must be totally from indirect lighting. <br /> 4. Should the lot abut an R district an acceptable design of screening fence <br /> 1. <br />
