PAGE FIVE OF SIX <br /> iThe applicant has been made aware of these issues in <br /> letters dated July 17 and July 29, 1996. <br /> In addition, there is a concern for aesthetics and how the <br /> building fits on the site as is discussed in the next section. <br /> Recommendation/ <br /> Analysis: Staff has informed the applicant that several issues have not <br /> been adequately addressed for the Planning Commission to <br /> take action on this item. The applicant has been notified <br /> that Staff will be recommending tabling this item until all <br /> required information can be reviewed by appropriate Staff. <br /> A preliminary review of this application has established <br /> three issues of major concern: <br /> 1) the parking lot, <br /> 2) an encroachment into the wetland buffer area, <br /> 3) drainage issues. <br /> • It should be noted that all three items are interrelated to the <br /> issue of how much development is proposed for the site. As <br /> illustrated on the plans submitted, the parking lot contains <br /> less than the number of required spaces. In order to fit the <br /> parking lot at its current size, drive aisles have been placed <br /> against the building and the building is encroaching into the <br /> wetland buffer area. No provision has yet been made for <br /> the sediment pond which requires additional room. There is <br /> no obvious area in which to accommodate this pond. <br /> The neighbors to the north have expressed concern that <br /> drainage not be directed onto their property. The applicant <br /> has proposed berming to keep drainage on site. Staff has a <br /> concern that if drainage is directed into the parking lot along <br /> the north side, it may flow up to or against the building. <br /> Finish grading contours are needed to determine the grades <br /> and direction of drainage flows in the parking lot. <br /> In addition, there is a concern for aesthetics and how the <br /> building design fits into a residential neighborhood.
