To Approve the Consent Agenda as presented. 1 <br /> 2 <br /> Ayes – 5 Nays – 0 Motion carried. 3 <br /> 4 <br />10. COUNCIL BUSINESS 5 <br /> 6 <br />A. 7:05pm Public Hearing Resolution 6402 Adopting the 2005 Mounds View Fee 7 <br />Schedule. 8 <br /> 9 <br />Council Member Marty questioned some of the high costs on the fee schedule. 10 <br /> 11 <br />Director Ericson clarified that the amounts listed were not permit fees, but they are values 12 <br />assigned to the items in order to be consistent with the fees. 13 <br /> 14 <br />Council Member Marty questioned the item on page 62 for building inspections, change of 15 <br />address, $100 deposit. 16 <br /> 17 <br />Director Ericson stated that they don’t really have an application process for change of address, 18 <br />but City Code requires that it be done by ordinance and there are some fees associated with 19 <br />processing an ordinance such as publication and notification. He stated that this is essentially a 20 <br />$100 deposit. He stated they had processed a change of address last year and found the cost to be 21 <br />right around $100, and perhaps they actually needed another $25 to come whole on that. 22 <br /> 23 <br />Council Member Marty stated he didn’t understand the administrative offense on page 67 24 <br />regarding the stop sign. 25 <br /> 26 <br />Mayor Linke stated that basically you cannot park within 15 feet of a stop sign. 27 <br /> 28 <br />Council Member Marty asked if they were researching the fee on automobile sales. 29 <br /> 30 <br />Ms. Crane stated that she had researched it somewhat, and that the City of Maplewood has 31 <br />motor vehicle repair license at $141 per year and a used car lot business license at $292 per 32 <br />year. She stated the City of Roseville does not have such business licenses. She stated she 33 <br />has made an e-mail request to the City of White Bear Lake. 34 <br /> 35 <br />Council Member Stigney stated he doesn’t see any reason why they would only be charging $150 36 <br />based on what the City of Maplewood charges, and he thought they should be charging $300. 37 <br /> 38 <br />Ms. Crane stated that an ordinance would need to be passed to change it. 39 <br /> 40 <br />Director Ericson stated that the City Attorney has indicated that the planning and development 41 <br />fees are adopted by ordinance, and there are two of the fees that are right in the City Code. He 42 <br />stated that what’s in the Code doesn’t match the fee schedule, they will have to readopt all of 43 <br />the planning fees by ordinance, which is what Minnesota Statutes seem to indicate they need to 44 <br />do. He stated that this would be coming back before the Council in January. 45
