Supervisor/Steve Dazenski, Parks Supervisor <br />CC: Steve Dazenski, Parks Supervisor <br />Date: February 25, 2005 <br />Re: Reduction in seasonal help <br /> <br />As per our discussion due to budget cuts and the oversight of the adjustment of <br />wages to the seasonal positions funds, the public works/ parks departments <br />would have to reduce the amount of (3) seasonal employees to be hired for the <br />2005 season. The public works/parks department has been hiring (10) seasonal <br />employees for a number of years to assist in duties, (1) water dept., (1) surface <br />water dept., (3) streets dept., (5) parks dept., these tasks consist of mowing, <br />patching roads, catch basin repairs, boulevard restoration, parts pick-up and <br />delivery, tree trimming, landscaping, street sign replacement, crosswalk painting, <br />hydrant maintenance, valve box raising, trash & debris pick-up, trail repair and <br />maintenance, these are a few of the areas that the city benefits. <br />With the reduction of (3) seasonal employees at a pay rate of $10.75 per hour for <br />3 months of quality service cut would save the city approximately $15,480.00. <br />This will not resolve the total deficit, which has occurred in the past few years. In <br />2001 there was a deficit of-$15,509.95, in 2002 -$14,651.20, in 2003 -$31,547.95 <br />and 2004 -$21,830.47. The 2003 / 04 deficits were considerably higher due to <br />the surface water program that was put into effect by law and the under staffing <br />in the parks department to accomplish leaf removal, establish rinks and maintain <br />them. Staff has taken on more responsibilities due to laws, (Surface Water <br />Management Program) in which the City of Mounds View is required to fulfill a <br />percentage of requirements each year. The requirements each year get greater <br />in demands to be fulfilled. There have been more sidewalks and trails added to <br />the City of Mounds View to maintain with out an increase in the public <br />works/parks staff. <br />With the reduction of these seasonal employee’s in various departments there <br />will be projects that will not get done or a reduction in quantity, some examples of <br />tasks that will be affected are as listed by department: <br />
