Water Dept. (2) Full time employee’s in this dept.

1. No painting of un-painted fire hydrants.
2. Only raise a hydrant if it ‘s broken due to an accident/fatigue and
needs repair. Planned on raising 10-12 this season. This amount was
accomplished last summer.
3. Valve program, which was implemented last year, would be reduced
to only checking and raising the valves in the normal operations of
every day job, and new project areas. Planned on doing another 1/3rd
of the city’s valves like last summer. This program would not be
carried on this summer if such a reduction takes place. 40 valves
were raised last summer.
4. No disassembling/ rebuilding have used hydrant that are in stock for
future projects, these hydrants are no longer available. Staff acquired
used hydrants from the City of Coon Rapids during a conversion
project, thus enables the City of Mounds View to keep their hydrants
uniform and save money by rebuilding the surplus hydrants. Total of
(5) were rebuilt last summer. Staff is intending on getting more
hydrants from the City of Coon Rapids and Spring Lake Park were we
have also received parts for this style hydrant.
5. Locating of utilities will be performed by (2) full time employee’s at full
time rate, verses (1) full time employee and a seasonal worker at less
than half the pay rate. This will also take time away from the
preventative maintenance of the wells and other daily duties.
6. The exercising of gate valves through out the city would not be
accomplished; this is an important maintenance procedure. These
valves are extremely important in emergency situations to isolate
areas. Examples: water main breaks, service line repairs that do not
shut off at the residents home of repair, and during flushing season.
7. None to little of updating the water ties book will occur. These are the
measurements off the corners of a building to state were a utility is
located, such as the water shut off on a property.
8. Grounds maintenance around the well houses is an on going task as
like the parks. Seasonal employees usually do this.

Street Dept. (2) Full time employee’s in this dept.

1. With out the labor help in this department, due to the conditions of the
roads, it will be extremely difficult to keep up the required
maintenance depending on the rating of the street. This service
requires a crew of a minimum of (4) personnel to accomplish this job.
This has been an issue in the past few years with the additional help
of seasonal.
