2. Trails/pathways, although this is funded thru the Parks Dept. the <br />streets dept. assists in the repairs / maintenance of them. With the <br />reduction of seasonal staff, these would be put at a lower priority. <br />Crack sealing and area replacement is scheduled for this summer. <br />These are maint. Items that need to take place before they can be <br />chip sealed. They are scheduled for chip seal in 2006. <br />3. Water main break repairs that occur during the winter months need to <br />be attended to in the spring; as of 02/23/05 we have had (7) repairs <br />that need to be addressed. This consists of restoration of the <br />pavement and the reconstruction of the boulevard area. This consists <br />of a crew of a minimum of (4). <br />4. Boulevard repairs that may have occurred do to snow removal is <br />usually a job that is performed by (2) crews, 1 fulltime employee and <br />2 seasonal employees’ per crew on each side of the city. With the <br />reduction of seasonal staff this will be reduced to (1) crew and the job <br />will take twice the time to complete. <br />5. Crosswalk/parking lot stripping is a project that is done every year; <br />these are painted lines that wear off due to the volume of traffic. <br />There are over 40 crosswalks, and (7) parking lots in the City of <br />Mounds View. This is a (2) person crew, 1 fulltime employee and 1 <br />seasonal to do this project. This will become a crew of (2) fulltime <br />employee’s if the reduction should take effect. <br />6. Vandalism is a on going problem in the summer months, street signs <br />are defaced, graffiti on streets, sound walls, and other city owned <br />structures. This is an example of were a seasonal employee would be <br />doing a task with out the direct supervision of a fulltime employee. <br />7. Traffic control is assisted with flagmen/women if needed. This is more <br />cost effective to use a seasonal employee than a fulltime. <br /> <br /> <br /> <br /> Park Dept. (1) Full time employee <br /> <br />1. Weed removal is very time consuming and also very important to a <br />park’s appearance. Most days there are (2) seasonal weeds <br />whipping and periodically there are two seasonal that go and spray <br />the parks, control weeds around playgrounds, shelters, sidewalks, <br />and athletic fields. <br />2. Mowing is an every day event during the summer months with (2) <br />operators. One on the trimming mower and the other on the larger <br />mower. We tried reducing mowing in the city in the mid 90’s, and <br />received complaints from citizens. It took 2 to 3 years to get turf back <br />up to standards and a great deal of labor and turf products. <br />3. Graffiti removal and painting of park buildings and rink boards will be <br />pushed back due to lack of time and manpower. Graffiti should be <br />acted upon as soon it is reported so as not to become an on going <br />nuisance. Graffiti is not only offensive but removal of it is time <br />consuming and expensive.
