She explained that 2 she helped to author the Bill on runway lengths with Kennedy and Graven. She indicated that 3 they also have a letter that guarantees that nothing would be done with the north/south runway. 4 She expressed concerns with Medtronic possibly wanting to fly out of the Anoka airport and the 5 size of their corporate planes. She suggested having the Metropolitan Airport Commission come 6 back and change the determination based on the size of the Anoka airport. She asked if they 7 have future projections for Medtronic available for review. 8 9 Mr. Dietrich stated that in terms of airport growth, corporate jet sizes or potential expansion, they 10 did check with the MAC and the FAA on items such as protected air space and future capacities 11 but they did not look at the expansion of the airport. 12 13 Mayor Marty noted this is also a concern of his as he has seen Medtronic’s influence. He 14 referenced the moratorium at the Anoka airport noting that Medtronic does have a lot of clout 15 and the law could be changed. He noted that the law preceding the current law in place restricted 16 the airport to a minor status in the guide and the MAC has the power to change the guide. 17 18 Brian Amundsen, 3048 Wooddale, asked if the AUAR is a comprehensive list or checklist that 19 the City Council should be following or asking of Staff during a development or re-development 20 process. He asked if the index could be placed on the website for residents to review. He stated 21 that he had requested a timeline of the project approximately 30-days ago and has not seen 22 anything yet. 23 24 Director Ericson explained that the AUAR is intended to look at the impacts of development in a 25 broad perspective. He further explained that the AUAR looks at the transportation component; 26 impacts to transportation, wildlife, and infrastructure in order to bring utilities to the site. 27 28 Mr. Amundsen clarified that this sounds like a checklist that Staff should follow, as it could have 29 a direct impact on the City either economically, environmentally or both. He explained that his 30 concern is what are they doing to the environment or wetlands adding that if these questions 31 aren’t answered how can Council move forward. 32 33 Director Ericson stated that the amendment to the AUAR document is a review of the impacts 34 and a mitigation plan. He stated that the amendment addresses how they would deal with the 35 impacts and how they would mitigate the impacts. 36 37 Mr. Dietrich further clarified that it could be considered a checklist for both City Council and 38 Staff, as it provides the information needed to weigh the specifics of a site. He stated that the 39 AUAR looks at the site in a raw state and provides Council and Staff with the absolute 40 knowledge of what is actually located on this site. He explained that this is the document a 41 developer would come in and review to determine what is located at the site and what could be 42 done on the site. He stated that the AUAR is a working document and is very comprehensive in 43 the questions asked and answered. 44 45
