Mounds View City Council May 23, 2005 <br />Regular Meeting Page 23 <br /> <br />11. REPORTS 1 <br /> 2 <br />A. Reports of Mayor and Council 3 <br /> 4 <br />Council Member Flaherty suggested that the Council discuss the necessity of an English class for 5 <br />the minutes, especially when reviewing punctuation. He stated that he would like to discuss if 6 <br />this is necessary or should they review only for content. 7 <br /> 8 <br />Mayor Marty stated that in the past if Council Members had more than two corrections they 9 <br />wrote them down and turned them into the Recording Secretary to be incorporated into the 10 <br />minutes. 11 <br /> 12 <br />Council Member Stigney stated that he has a problem with this option because the City Council 13 <br />would not have reviewed the changes prior to approving the minutes. 14 <br /> 15 <br /> B. Staff 16 <br />1. Public Works Quarterly Report 17 <br /> 18 <br />City Administrator Ulrich stated that Public Works Director Lee was not available for the 19 <br />meeting this evening and suggested rescheduling or provide comments to take back to the 20 <br />Director. 21 <br /> 22 <br />Mayor Marty had the following requests for update or clarification: 23 <br />• City Hall rehab project. He referenced the last line noting that it states construction would 24 <br />begin near the end of September or early October. He stated that it seems like a long way off 25 <br />and he would like to get some of the issues, especially the mold issues, resolved. He 26 <br />expressed concerns noting that City Employees have been breathing this stuff for years. He 27 <br />noted that this is one of the reasons why the Finance Director is leaving is due to the poor air 28 <br />quality in the building. He stated that he would like to make a pledge that this is addressed as 29 <br />soon as possible. 30 <br />• Trunk highway noise wall noting that the current Transportation status shows the project is 31 <br />being termed as Phase 1 with an anticipated completion in 2007 and Phase 2, Interchange 32 <br />improvements, with an anticipated completion in 2011. He stated that in Phase 2, MnDOT 33 <br />anticipates the addition of a third lane on eastbound Highway 10. He stated that Staff is 34 <br />recommending discussion on these items in late summer. He clarified that if MnDOT has 35 <br />this in their plans to add another lane wouldn’t the costs be on MnDOT with no cost to the 36 <br />City. He stated that he would like to hold off on this to see what MnDOT does first. 37 <br />• Silver Lake Road Sidewalk Project noting that based on the preliminary data, the bottom line 38 <br />is that Staff anticipates a Spring 2006 construction for this project, if it should proceed. He 39 <br />stated that Ramsey County has some problems with the setbacks on the side of the road 40 <br />because the do not want a sidewalk up against the curb. He stated that they do want to 41 <br />continue to keep pushing this forward. 42 <br />• Referenced the third paragraph from the bottom, the holding pond at Woodcrest Park, and 43 <br />asked why the City did not receive the credits when they took the park down and created the 44
