Mounds View City Council June 27, 2005 <br />Regular Meeting Page 21 <br /> <br />Council Member Stigney referenced the comment regarding the ‘antiquated’ phone system 1 <br />noting that the system actually hasn’t been in place all that long. He clarified that the system was 2 <br />completely replaced in 1999 and asked if it is already shot after six years. 3 <br /> 4 <br />Public Works Director Lee stated that in talking with Acticor they would not recommend 5 <br />switching it over and coming back to the old system. He stated that it would not be cost effective 6 <br />to do that noting that they recommended the city switch over to IP Telephony if they are 7 <br />relocating staff outside the building and then coming back. He stated that they did try to get a 8 <br />quote so that they could compare the costs but Acticor would not give them a quote, they just 9 <br />stated that it would not be cost effective. 10 <br /> 11 <br />Council Member Stigney stated that he just wanted to clarify the costs and reasons noting that the 12 <br />system installed in 1999 cost the city a lot of money 13 <br /> 14 <br />City Administrator Ulrich pointed out that the city did spend a lot of time with Roseville. He 15 <br />stated that they were able to try the phones and they did ask about the level of service and quality 16 <br />noting that they were very satisfied with their system and the provider. 17 <br /> 18 <br />Mayor Marty asked if they would be able to gut out the old phone lines when redoing City Hall. 19 <br /> 20 <br />Public Director Lee stated that this would be part of the package because there are a lot of dead 21 <br />wires that should be removed. 22 <br /> 23 <br />Council Member Gunn stated that this would make it a lot easier when they start fixing up this 24 <br />building, as the phones could be moved to each location without having to redo anything. 25 <br /> 26 <br />Council Member Thomas stated that they must absolutely have a redundant analog system as a 27 <br />backup if this is done because if they lose power they would lose access to everything. She 28 <br />stated that a process would have to be created that outlines what they would do if the power does 29 <br />go out. 30 <br /> 31 <br />Public Director Lee stated that Roseville did state that they do have several backup systems for 32 <br />their power noting that as part of the City Hall renovation they are proposing to create a port that 33 <br />would allow them to tap into a generator site currently located at there well site and used as a 34 <br />backup for city hall in the event of an emergency. 35 <br /> 36 <br />Mayor Marty acknowledged that this is a time sensitive issue and would like to get this going as 37 <br />soon as possible. He stated that he would like the problems addressed as quickly as possible 38 <br />because if departments are cutoff with no communication they would definitely have a serious 39 <br />situation. He stated that this does sound like it would be more cost effective as far as to move 40 <br />somewhere else, have phone service and be able to transfer back. He asked if they should have 41 <br />some of the questions answered first or should they go ahead and get the process going. 42 <br /> 43 <br />Council Member Thomas stated that this is not what the resolution says adding that at this point 44 <br />there are too many unanswered questions and she cannot agree to switching to a service when she 45
