Mounds View City Council June 27, 2005 <br />Regular Meeting Page 24 <br /> <br /> 1 <br />Police Chief Sommer stated that this resolution concerns the current job opening for a police 2 <br />sergeant position due to a retirement. He stated that they have three candidates that are on the 3 <br />Civil Service Eligibility list for this position and at this time staff is recommending that Officer 4 <br />Steve Menard be promoted to the position of Police Sergeant. He stated that he has met with the 5 <br />Police Civil Service regarding the promotion and they are in support of promoting Officer 6 <br />Menard to the position of Sergeant. He stated that Officer Menard has been with the force for 7 <br />nine years and has taken various additional responsibilities over that time including the Safe and 8 <br />Sober Program and recently completed his Bachelors Degree and has also taken on the 9 <br />responsibility of the setup of the new squad cars. He stated that at this time staff is 10 <br />recommending the promotion to Sergeant. 11 <br /> 12 <br />Mayor Marty stated that he does a good job with community relations noting that he has 13 <br />observed Officer Menard working out in the community. He stated that he is a good steward for 14 <br />the community and it is a good recommendation. 15 <br /> 16 <br />Council Member Stigney stated that he is all for appointing Officer Menard adding that he has a 17 <br />question with step 3. He stated that Officer Menard is not coming in as a new hire, this is a 18 <br />promotion and asked if it is valid to have Officer Menard start at step 3 and progress to step 4 in 19 <br />six months. He noted that it also states that this is consistent with past practice and asked for 20 <br />further clarification. 21 <br /> 22 <br />Mayor Marty asked if this is in the personnel policy and suggested that if it isn’t then they could 23 <br />possibly do it in twelve-month increments. 24 <br /> 25 <br />City Administrator Ulrich explained that this would have to be covered by the Sergeant Labor 26 <br />contract and asked if the contract has this specific language included. 27 <br /> 28 <br />Mayor Marty referenced the last two Sergeants that were promoted and expressed concerns that 29 <br />this would place him back into a probationary period. 30 <br /> 31 <br />Chief Sommer referenced the last two promotions noting that they followed the same pattern. He 32 <br />stated that there is a six-month probationary period for this position. 33 <br /> 34 <br />Mayor Marty agreed that with promotions they would have to remain consistent. 35 <br /> 36 <br />Council Member Stigney asked staff to verify the language in the contract. 37 <br /> 38 <br />Mayor Marty referenced the article on the front page of the Focus News regarding the Mounds 39 <br />View/New Brighton team up for enforcement stating that while he has the Fire Chief available he 40 <br />would like to commended the Fire Chief and Public Safety Director Jacobson with the City of 41 <br />New Brighton for their great work on this issue. 42 <br /> 43 <br />Chief Sommer stated that they are also planning a spot enforcement program with the assistance 44 <br />of State Patrol in residential areas very soon.
