He stated that he received some of 1 <br />the data from the spot recorder and provided the Council with an update. He stated that in the 2 <br />85th percentile there was a total of 8000 vehicles recorded on that section of County Road J 3 <br />noting that the average speed was 35 miles per hour and only 15-percent of the vehicles were 4 <br />over 41 miles an hour on that section of County Road J. He stated that the radar is accurate 5 <br />within one or two miles per hour. 6 <br /> 7 <br />Chief Sommer stated that the pay system for the last two promotions was designed like this 8 <br />recommendation. 9 <br /> 10 <br />City Administrator Ulrich explained that they have a five-step program noting that the first step 11 <br />is starting, step two is at six months, step three is at 12 months, step four at 24 months, and step 12 <br />five is at 36 months. He stated that the probationary period is listed at six months but it does not 13 <br />address the promotion issue noting that it would probably fall back to past practice. 14 <br /> 15 <br />Mayor Marty stated that this is a good item for HR to review. He suggested that this be 16 <br />addressed for future promotions. 17 <br /> 18 <br />City Attorney Riggs stated that the contract is correct and it would appear that it would be a past 19 <br />practice situation. 20 <br /> 21 <br />Chief Sommer explained that the reason they are starting him at step three is because step two 22 <br />would not be a pay increase. 23 <br /> 24 <br />Council Member Stigney asked if ‘past practices’ means that it could never be changed because 25 <br />it is ‘past practice’. 26 <br /> 27 <br />MOTION/SECOND Thomas/Gunn To Approve Resolution 6568 Approving the promotion 28 <br />of Steve Menard to the position of Sergeant. 29 <br /> 30 <br /> Ayes–5 Nays–0 Motion carried. 31 <br /> 32 <br /> P. Resolution 6569, Authorizing Severance Payments to Kristin Prososki. 33 <br /> 34 <br />Administrative Assistant Crane stated that Kristin Prososki resigned effective June 14, 2005. 35 <br />She stated that according to Section 4.35d of the City Personnel Manual, the employee would be 36 <br />compensated for accrued vacation time. She stated that Ms. Prososki does not qualify for sick 37 <br />leave severance pay noting that according to Section 4.35d of the personnel manual an employee 38 <br />who leaves in good standing would receive a sick leave severance of 50-percent of unused sick 39 <br />leave. She stated that due to her being a member of the union the contract states that the 40 <br />employee has to be with the city for ten years in order to qualify. She stated that her start date 41 <br />was October 21, 2003, which disqualifies her for the sick leave severance. She stated that staff is 42 <br />recommending approval for Ms. Prososki’s vacation time for a payout of $1037.58. She stated 43 <br />that this was calculated as 52.14 of crude vacation time times her hourly rate of $19.90. 44 <br /> 45
