Mounds View City Council June 27, 2005 <br />Regular Meeting Page 26 <br /> <br />Council Member Flaherty asked what the policy is on vacation and are the employees allowed to 1 <br />take vacation on an hourly increment. 2 <br /> 3 <br />Administrative Assistant Crane stated that this is not specified. 4 <br /> 5 <br />Council Member Flaherty asked that this be referred to HR for further review and clarification. 6 <br /> 7 <br />MOTION/SECOND Gunn/Thomas To Approve Resolution 6569 Authorizing Severance 8 <br />Payment to Kristin Prososki and waive the reading. 9 <br /> 10 <br /> Ayes–5 Nays–0 Motion carried. 11 <br /> 12 <br /> Q. Resolution 6572 Approve Appointments to the Northwest Area Library 13 <br />Access Task Force. 14 <br /> 15 <br />City Administrator Ulrich stated that the city received a request from the Ramsey County Library 16 <br />Director, Susan Nemitz who is hoping to form a task force to study area library needs. He stated 17 <br />that they are looking for an elected or appointed official and a resident. He stated that they way 18 <br />he drafted the resolution a Council Member would be named and the Mayor would be 19 <br />responsible for appointing a citizen representative once they have advertised for the position. He 20 <br />stated that the task force would meet twice a month beginning in July and would analyze the 21 <br />library services in the northwest suburban area of Ramsey County in order to provide a 22 <br />recommendation of three to five options to the Ramsey County Library Board. He noted that the 23 <br />Arden Hills and Mounds View libraries are rather small in comparison to the regional libraries 24 <br />being built today. He stated that New Brighton currently has a proposal for a regional library 25 <br />noting that there are community interests that staff would like to protect on behalf of the 26 <br />residents in Mounds View. 27 <br /> 28 <br />Mayor Marty noted that the letter is dated June 7th and expressed concerns that they are asking 29 <br />for their appointments to be in place by July 5th. He stated that this does not give them much 30 <br />time to identify a member. He stated that he would like to change line two of the resolution 31 <br />where it states that the Mayor would appoint the Mounds View citizen representative, add at the 32 <br />end of that statement ‘with the consensus of the Council’. 33 <br /> 34 <br />Council Member Gunn asked if the citizen representative could be a library employee and 35 <br />citizen. 36 <br /> 37 <br />Mayor Marty stated that could be a conflict of interest. 38 <br /> 39 <br />Council Member Stigney asked if the citizen would have to be a resident. 40 <br /> 41 <br />Council Member Thomas stated that she has one concern noting that they basically already have 42 <br />a plan and the frustration going into this are they going to close the Arden Hills and Mounds 43 <br />View library. She stated that this has been discussed for a very long time noting that she does not 44 <br />want to say no to this, as it would shut them out of the process. She asked what kind of results 45
