The architectural appearance and functional plan of the building and site shall not be so <br /> dissimilar to the existing buildings or area as to cause impairment in property values or <br /> constitute a blighting influence within a reasonable distance of the lot. <br /> c. The entire site,other than that taken up by a building,structure or plantings,shall be <br /> surfaced with a material to control dust,drainage and erosion which is subject to the <br /> approval of the Director of Public Works/City Engineer. <br /> f. A curb not less than six inches(6")above grade shall separate the public sidewalk from <br /> motor vehicle service areas. <br /> i. At the boundaries of a residential district, a strip of not less than ten feet(10')shall be <br /> landscaped and screened in compliance with subdivisions 1103.08 (1)through(5)of this <br /> Title. <br /> • The applicants are proposing to use the existing building, and to upgrade the condition of <br /> • the building and the site. The current state of the property is somewhat blighted and the <br /> proposed changes will be an improvement. The site area which is not occupied by the <br /> building or by vegetation is in an asphalt parking lot which the applicants are proposing to <br /> seal coat. The current condition of the parking lot is poor. There is no curbing around <br /> the perimeter of the parking lot. Chapter 1121 of the Zoning Code requires a perimeter <br /> curb barrier around parking lots which serve uses other than single-family and two-family <br /> residences and townhouses. Staff is recommending a contingency that curbing be installed <br /> on this site to better define the parking area, improve the site, and bring the site into <br /> compliance with the Code. There are no public sidewalks along Highway 10 or Spring <br /> Lake Road, and therefore item f. above does not apply. The site is bordered on the north <br /> and west by property in the R-2 district. There are two single family homes across Spring <br /> Lake Road to the east. There is an existing fence, which is in very poor repair along the <br /> west property line and a portion of the north and east property lines. Staff is <br /> recommending that this fence repaired and repainted, or replaced and that it be extended <br /> along the entire property line bordering the properties in the R-2 district. The fence is <br /> needed in order for the site to comply with the requirement for screening from residential <br /> properties. <br /> The area in vegetation along the north property line varies from approximately 15 feet to <br /> 25 feet, along the rear of the building. The land area in vegetation along the remainder of <br /> the north property line and the west property line is extensive. The site is not landscaped <br /> • beyond mown grass. The City does not have a specific requirement for a certain amount <br /> of trees or shrubs in landscaped areas. The Planning Commission may want to <br />
