The lighting shall be accomplished in such a way as to have no direct source of light visible <br /> from adjacent land in residential use or from the public right-of-way and shall be in <br /> compliance with Section 1103.09 of this Title. <br /> • lighting arranged to deflect light away from adjoining residential zone or from <br /> public streets <br /> • hooded or controlled so as not to light adjacent property <br /> • light cast on public street shall not exceed 1 foot-candle;on residential property <br /> shall not exceed 0.4 foot candle. <br /> j. Each light standard island and all islands in the parking lot shall be landscaped or covered. <br /> m. All signing and informational or visual communication devices shall be minimized and shall <br /> be in compliance with the Mounds View Sign Code. • <br /> There are three existing light standards in the parking lot which are in poor repair, and two <br /> of them are located in the parking lot rather than in landscaped islands. Because they are <br /> not in use, staff was unable to tell if they create glare onto adjacent properties. Given that <br /> this is an existing site with light standards in place, staff is seeking guidance from the <br /> Planning Commission as to how much the applicant is expected to do to meet these <br /> criteria. In order to meet the criteria, the luminaires on the light standards may need to be <br /> replaced and landscaped islands created . Staff needs photometric readings for the <br /> existing lightstandards to determine if they meet the limits on foot candles noted above. <br /> The applicant is proposing to use a sign package provided by the"parent" company. Staff <br /> is recommending the applicant provide information on signage prior to the Planning <br /> Commission's next meeting. Signage is limited to a total area of 100 square feet, <br /> including any ground or wall signs. <br /> Drainage <br /> e. A drainage system,subject to the approval of the Director of Public Works/City Engineer, <br /> shall be installed. <br /> The City Engineer has reviewed the proposal and has noted that the drainage will go to <br /> the ditch along the Highway 10 right-of-way. They have advised that the case be referred • <br /> to MnDOT and the Rice Creek Watershed District to verify that they do not have any <br />
