State <br />guidetines require #hati one of ihe provided spaces be posted as handicapp�d accessible wiih the <br />proper ciearances. <br />Access: <br />'The site plan ind�cates iwo 16-foot wide access points onto Spring I.ake Itoad and none onto <br />Highway 10. The two existing entry points from Highway 10 are proposed to be �losed offwith <br />the driveways and culverts removed. Staff believes that the two access onto �pring Lake Road <br />pose nuyneraus problems and requires that ihe site pIan be revised to irzdicate one 309foot wide <br />aceess point onto Spring I.ake Road in the general iocation of the northernmost access point. <br />Draina�e; <br />The applicani will be installing three catch basins on the site to help route water to the Higl�way <br />10 drainage ditch as it will no longer be able to flow freely to the ditch with the addition of <br />curbing. The amount of drainage runoff will decrease since, under the applicant's plan, <br />impervious surFace will be removed and tanciscaped areas wiil be added. The apglicant will need <br />to ob#a.�n a pernut from NInDOT before doir�g any work in their right-of-way. Staff has sent a <br />copy of ihe preliminary site and drainage plans to Iv1nDOT for their review. <br />Sprin� Lake ltoad i�econstraction: <br />Spring Lake Road is scheduled for reconstruction and wideninrg in 1998. The applicant wiil need <br />to dedicate to the City a permanent 1 � foot roadway easement atong the east property line. <br />Before the City Council acts upon this conditional use permit, a dacument conveying such an <br />easement will need ta be prep�.red and executed by the applican�. <br />General Site Considerations: <br />Currently, th� majority of the site fronting k�tghway 10 and Spring Lake Road is paved. There are <br />no defined access points onto Spring Lake Road; a wide swath of pavemeni connects the parking <br />Iot to the street. The applican� proposes to eliminate all of the extraneous pavert�ent as part of the <br />redevelopment. <br />ihe e�sting fence se�ions are in a state o�' disrepair and should be removed and replaced with <br />, new screening fences. The ��nce alon� Spring Lake Road will need to be moved back <br />approximately t�n fe�i to make room for ihe proposed roadway easerr�ent. <br />
