Co. <br /> Preliminary Plat&Development Review <br /> • Planning Cases 501-97 and 502-97 <br /> August 20, 1997 <br /> Page 5 <br /> • The development stage plan was to include specific design elements at the corner of TH 10 and <br /> Silver Lake Road in order to create a gateway to the Mounds View Village Center. In lieu of <br /> identifying a particular design at this time, however, the development stage plan should reflect <br /> that space will be reserved at the corner for subsequent planting and gateway monumentation. <br /> The City anticipates that the results of its current effort to identify a TH 10 design theme will <br /> drive the specific design and landscaping layout for this corner. <br /> Applicant's Response: A 30 x 30 foot triangular easement will be provided at the corner. <br /> • An engineering report regarding construction of underground parking for the senior housing <br /> component has not been submitted as part of the development stage plan as required by the PUD. <br /> Applicant's Response: Soil investigation and soil bores on the site have been completed <br /> All information will be given to the City Engineer. No problems with underground parking <br /> are anticipated <br /> • The owner/developer still needs to provide permission from Mn/DOT for the TH 10 access points <br /> • and from Ramsey County for the Silver Lake Road access points prior to approval of the <br /> development stage plan. <br /> Applicant's Response: Ramsey County has given verbal approval"to driveway access to <br /> Silver Lake Road Permit applications will be submitted Discussions with Mn/DOT <br /> continue. <br /> Staff Comment: The August 12 letter from Scott Peters of Mn/DOT that is attached to this <br /> report indicates that the PUD site will be allowed no more than two access points along TH <br /> 10. The driveway to the former TJB Homes building would constitute a third access point <br /> along this segment of TH 10. As indicatecLby the site plT an_the a___a p licants_are-contemplating <br /> development of three access points within the PUD site. As a result, discussions with <br /> involved property owners as well as with Mn/DOT representatives will continue in an effort <br /> to resolve this question. <br /> • Access points should indicate driveway radii in order to assist the Fire Department in its review <br /> of the site plan. Additionally, fire hydrant locations should be indicated on the plan as required <br /> by the Fire Department. <br /> Applicant's Response: We absolutely agree that driveway radius must conform to fire truck <br /> maneuverability. Fire hydrant locations are shown on the utility plan. <br /> • Staff Comment: Planning Staff has been informed that the Fire Marshal has reviewed the <br /> site plans and finds that the radii at the site access points provides for adequate turning <br /> movements. Fire hydrant locations also have been reviewed and found to be acceptable. <br />
