Co. <br /> Preliminary Plat&Development Review <br /> Planning Cases 501-97 and 502-97 • <br /> August 20, 1997 <br /> Page 6 <br /> • Prior to action on the development stage plan, the developer must provide an assessment as to <br /> the composition of the fill on the office site to the east of the existing TJB Homes office building. <br /> Applicant's Response: Soil tests and bores have been taken. Written results are expected <br /> soon. Various construction debris will have to be removed from the site. <br /> • The RV dump site that is shown on the convenience store site is not listed as a permitted use in <br /> the PUD. This use needs to be removed from the plans unless approval of an amendment to the <br /> concept plan is obtained from the City Council. Staff would note that it is our feeling that the <br /> location of such a facility on that site is in opposition to the City's desire to create a gateway <br /> element in this quadrant of the TH 10/Silver Lake Road intersection. <br /> Applicant's Response: The owners of the convenience store wish to further discuss the <br /> service area with the Planning Commission on August 20. <br /> • Additional detail is needed on the proposed entry treatment on the angle wall elevation of the <br /> two-story office building. While this may serve as the rear entry to the building, this elevation <br /> receives significant exposure; hence, architectural enhancement of this entry is warranted. The • <br /> present design resembles a service door. Staff will be recommending that this entrance be opened <br /> up to the plaza in a manner similar to the front entrance. <br /> Applicant's Response: We have asked our architect to take your comments into <br /> consideration. This building entrance was not initially intended to be a "main"building <br /> entrance. <br /> Preliminary Plat: The Silverview Estates Preliminary Plat has been reviewed in light of the <br /> provisions contained in Title 1200, Land Subdivisions, Municipal Code of the City of Mounds <br /> View. The plat was provided for the4urposes_of_review an -the-relevant <br /> departments and referral agencies. <br /> • Gateway Easement: The 30-foot by 30-foot triangular easement at the southeast corner <br /> of Silver Lake Road and Highway 10 shall be indicated on the preliminary plat to allow for <br /> the future establishment of landscaping and design elements along the south side of <br /> Highway 10 as required by the PUD document approved by the City Council 5/27/97. <br /> • Drainage and Utility Easements: The applicant has added delineated easement <br /> boundaries around the wetland and two of the three NURP ponds. The small pond <br /> located behind the 5,000 square-foot office building does not show an easement over it. <br /> In addition, the plat will need to show dedicated five-foot easements on either side of all <br /> • <br /> proposed interior lot lines. These easements will need to be shown on the plat prior to <br /> approval of the preliminary plat by.the City Council. The applicant shall be responsible for <br /> drafting legal descriptions of all easement areas. A document granting the easements to <br />
