Unnamed Wetland 62-258W is on the proposed site. While Unnamed Wetland 62-258W is shown on . <br /> the Public Water Inventory Map,it has been shown that the wetland does not meet the requirements for <br /> being a DNR Protected Water. Unnamed Wetland 62-258W is not under DNR jurisdiction and is not <br /> protected by the DNR The wetland may be regulated under the Wetland Conservation Act or by the <br /> U.S. Army Corps of Engineers. The DNR may submit comment for Silver Lake Estates in relation to <br /> these other programs. <br /> 2. It is good to note that most of the stormwater appears to be treated in stormwater ponds. However,it <br /> is unclear if the stormwater from the one-story office building will be treated. We strongly recommend <br /> the treatment of stormwater in sedimentation ponds. Untreated stormwater will cause pollution that will <br /> negatively impact the recreational, aesthetic,wildlife and property values downstream of Silver Lake <br /> Estate-s. <br /> 3. It is good to see the large number of trees that will be planted for Silver Lake Estates. The trees will <br /> appear to be out-of-place amidst the very large amount of pavement proposed for Silver Lake Estates. <br /> The site flows into Silver Lake. Studies indicate that the quality of lakes decline as the amount of <br /> impervious surface within their watershed increases. We recommend that the impervious surface of <br /> Silver Lake Estates be reduced as far as practical to protect Silver Lake. <br /> 4. There should be some type of dedicated easement, covenant or deed restriction that will preserve the <br /> wetlands on the property in their natural state. This would help to ensure that property owners are aware <br /> that the U.S.Army Corps of Engineers,the City of Mounds View,and the Rice Creek Watershed District <br /> have jurisdiction over the areas and that the wetlands cannot be altered without appropriate permits. <br /> 5. The Flood Insurance Rate Map for the City of Mounds View depicts a designated floodplain with a 100-, • <br /> year flood elevation of 905'on the site of Silver Lake Estates.
