City Center would be the core of Old Highway 10 and <br /> reinforce the existing development, creating a strong <br /> sense of center and community orientation. Uses would <br /> continue to be a mixture of public uses at the govern- <br /> ment center, along with organized community retail uses <br /> in the two retail Districts straddling the highway. <br /> The major government center, library, and community <br /> park features reinforce the community nature of the <br /> District. <br /> West Gate, located at the north-western end of Old <br /> Highway 10, presents the greatest challenge in planning <br /> as well as the greatest potential. The lack of a <br /> cohesive, functional plan for the redevelopment of this <br /> portion of the city must be overcome prior to any <br /> significant advancement. The complexity of land <br /> assembly and other changes necessitates significant <br /> local government involvement, especially concerning the <br /> question of financial incentives. <br /> Public treatment, regulation and individual parcel development <br /> must blend together with a strategy to achieve a series of <br /> guidelines for the development framework: <br /> 1. Old Highway 10 should function as the City's "Main <br /> Street" and project a positive, identifiable image for <br /> 4111 <br /> Mounds View. <br /> 2 . The existing City government offices, community <br /> parks and recreational areas should serve as the area <br /> to be identified as City Center, the focal point of the <br /> community. This component of the City would also be a <br /> suitable location for additional office park facili- <br /> ties, should the market support such expansion. <br /> 3 . Major gateways (as noted earlier) , physically <br /> marking the entrances to the community should be <br /> established as the East and West entrances to the City <br /> on Old Highway 10. <br /> 4 . The Corridor should be classified into East Gate, <br /> West Gate and City Center with appropriate regulations <br /> and investments to reinforce the differing but coordi- <br /> nated sectors. <br /> 5 . Landscape and lighting harmony should be achieved <br /> over a period of time with a coordinated program of <br /> public investments in the right-of-way and private <br /> investment on adjacent lands as development or <br /> redevelopment occurs. <br /> 4111 Rev. 8/91 3 <br />
