4014E30,4 <br /> la Minnesota Department of Transportation <br /> / Metropolitan Division <br /> Waters Edge <br /> • 1500 West County Road B2 <br /> Roseville, MN 55113 <br /> March 17, 1998 <br /> Jim Ericson <br /> City of Mounds View <br /> 2401 Highway 10 <br /> Mounds View, MN 55112 <br /> Dear Jim Ericson: <br /> SUBJECT: TOLD Development Company <br /> Site Plan Review S98-015 <br /> Northeast Quadrant of Trunk Highway(TH) 10 and County Road I <br /> Mounds View, Ramsey County <br /> C.S. 6204 <br /> The Minnesota Department of Transportation(Mn/DOT) includes the following concerns in <br /> •addition to our letter of March 2, 1997 regarding this subject. <br /> • Allowing the proposed access on TH 10 would be irresponsible of us and may jeopardize the <br /> safety and operation of TH 10. When access points increase along a highway, accident <br /> problems and congestion problems are likely to follow. Control and reduction of access is <br /> critical in minimizing highway congestion, and are important factors in reducing accidents <br /> on highways. An access this close to an intersection brings a very high probability of <br /> serious accidents. <br /> The local street network most safely accommodates local circulation and property access <br /> A.: :. - . :: . - - ... ' . . . - - . • . +.a region. :'• .way sys em. <br /> Regional highways cannot substitute for the local street network: The platting and <br /> development of property must create, extend and utilize such a network. <br /> • Mn/DOT does not own the right to restrict access to the highway at this location. TH 10 is a <br /> minor arterial and thus,has a lower priority for use of Mn/DOT resources when compared <br /> with other regional highways. However, we strongly recommend that the City of Mounds <br /> View recognize the consequences of allowing trunk highway access this close to an <br /> intersection. <br /> The city has the power and authority to act accordingly in limiting site access to the local <br /> • street network that currently provides access to TH 10. If Mn/DOT is asked to purchase the <br /> right to restrict TH 10 access on this parcel, it could cost several hundred thousand dollars. <br /> An equal opportunity employer <br />
